1. The Office of Data & Analytics (CG-ODA) is pleased to announce
the establishment and implementation of REF (B), the Data and
Analytics Technical Authority, COMDTINST 5402.5. Per REF (A), data
and analytics is established as a technical domain. The scope of
the data and analytics technical domain includes data governance,
data management, and data analytics, including AI. This instruction

2. Pursuant to the Technical Authority, COMDT (CG-ODA) is also
excited to announce the launch of the Data, Analytics, and AI
(DAAI) competency attainment process and training pathways for
six (6) new DAAI competencies that will enhance the technical skills
needed to advance data, analytics, and AI in the Coast Guard:
Data Analyst I; Data Analyst II; Data Steward; Data Scientist;
Data Engineer; AI/Machine Learning (ML) Specialist. All personnel,
including active, reserve, officer, enlisted and civilian, are
eligible to attain the DAAI competencies. Personnel interested in
applying for the DAAI competencies can get started by following the
procedures outlined in REF (A):

3. This ALCOAST also establishes the AI inventorying requirement for
all Coast Guard commands, offices, and programs currently using any
type of AI from any source, including commercial and open-source
products available through web access. The use of AI by a contractor
in support of a Coast Guard contract must also be inventoried. In
accordance with REFs (D), (E), (F) and applicable implementing
guidance, all uses of AI within the USCG require assessment, risk
management, and inventorying (i.e., how an AI product is used to
solve a problem or meet a requirement of the USCG). "Artificial
Intelligence," as defined in the John S. McCain National Defense
Authorization Act for Fiscal Year 2019, includes:
a. Any artificial system that performs tasks under varying and
unpredictable circumstances without significant human oversight, or
that can learn from experience and improve performance when exposed
to data sets.
b. An artificial system developed in computer software, physical
hardware, or other context that solves tasks requiring human-like
perception, cognition, planning, learning, communication, or
physical action.
c. An artificial system designed to think or act like a human,
including cognitive architectures and neural networks.
d. A set of techniques, including machine learning, that is
designed to approximate a cognitive task.
e. An artificial system designed to act rationally, including an
intelligent software agent or embodied robot that achieves goals
using perception, planning, reasoning, learning, communicating,
decision-making and acting.
