1. This ALCOAST announces the promulgation of REF (A) and the
cancellation of REF (B). REF (A) establishes new policy and updated
guidance to prepare and plan for Mass Rescue Operations (MRO).
2. Major changes incorporated into REF (A):
    a. Added requirement for Areas to develop MRO preparedness and
contingency plans.
    b. Updated Passenger Vessel Safety Specialist (PVSS) duties and
responsibilities.
    c. Implemented requirement for District PVSS to complete FEMA
Level 1 and 2 National Standard Exercise Curriculum.
    d. Added requirement for Districts without a PVSS to designate a
person to assume PVSS roles and responsibilities.
    e. Improved guidance on MRO plan development.
    f. Improved guidance on developing MRO exercises.
    g. Provided policy on information to be included in MRO plans.
