SUBJ: FY26 WORKFORCE PLANNING TEAMS MEETING ANNOUNCEMENT
1. This ALCOAST announces the FY26 Military and Civilian Workforce
Planning Team (WPT) meetings. The WPTs, consisting of the Military
Workforce Planning Team (MWPT) for both active duty and reserve
personnel, and the Civilian Workforce Planning Team (CWPT), will
meet to identify and evaluate intervention strategies for
recruiting, retention, and specialty management for implementation
in FY26. The Special Duty and Assignment Pay Panel will meet
separately in April 2025. A separate Special Duty Pay/Assignment
Pay (SDP/AP) ALCOAST will announce more details.
2. The WPT will consider workforce intervention strategies using
cross-programmatic input to maximize effectiveness of available
resources as well as non-monetary strategies to recruit
and retain the best talent for a Mission Ready Total Workforce.
This comprehensive review of intervention strategies is necessary
to Transform our Total Workforce, Sharpen Our Competitive Edge,
and Advance Our Mission Excellence to meet the demands of America's
most complex maritime challenges.
3. WPT quarterly meetings will cover the following topics and
convene on the following dates:
a. Q1 meetings for CWPT/MWPT will not be held.
b. Q2 meetings will convene 22 JAN 25 for
MWPT and 23 JAN 25 for CWPT. The Q2 meetings will provide WPT
members and prospective requesting programs with training on the
purpose of the WPT, the relevant processes, and the standards and
requirements for submitting interventions.
c. Q3 CWPT/MWPT meetings will convene between 05-16 MAY 25.
The Q3 WPT meeting is primarily focused on reviewing,
prioritizing, and voting on submitted monetary and
non-monetary interventions for implementation in FY26.
Specific dates for each WPT meeting are as follows:
(1) 05-07 MAY 25: Active Duty Enlisted MWPT
(2) 08-09 MAY 25: Active Duty Officer MWPT
(3) 12-13 MAY 25: Reserve Enlisted MWPT
(4) 14 MAY 25: Reserve Officer MWPT
(5) 15-16 MAY 25: CWPT
d. Q4 CWPT/MWPT Wrap-up meetings will convene in August 2025
(dates TBD). These meetings will close out the WPT, ensure
implementation of approved non-monetary and monetary interventions,
and conduct a "hot-wash" to improve processes and gather lessons-
learned for implementation.
e. CWPT and MWPT Guidance Team members, CWPT and MWPT Voting and
Advisory panel members, and all WPT end users must reserve the
above dates on their schedules to participate in meetings as
applicable to their respective workforce. Meeting details will be
sent 7-14 days prior to the convening to inform each WPT of their
specific meeting dates and proposed agenda.
4. Intervention Submission Process: Anyone planning to submit
a non-monetary or monetary intervention request must be familiar
with and adhere to the guidance and requirements in the updated and
signed WPT Charter located on the WPT SharePoint page:

All intervention requests will be submitted on the SharePoint page
and are due to DCMS-DPR-3 NLT 28 MAR 25. Submissions received
after 28 MAR 25 will not be accepted. If you do not see your
intervention request in the relevant section of the WPT SharePoint
page by 14 APR 25, please reach out to HQS-SMB-WPT@uscg.mil to
confirm receipt. Programs or ratings considering FY26 intervention
requests should contact DCMS-DPR-22 via comdt-dcms-dpr-22@uscg.mil
for workforce analytics and data as soon as feasible after
01 JAN 25, but no later than 28 FEB 25 (4 weeks prior to the
28 MAR 25 submission deadline).
5. Following deliberations of the Q3 CWPT/MWPT meetings, the CWPT
and MWPT leaders will present the prioritized recommended monetary
and non-monetary intervention strategies to the WPT Guidance Team.
The Guidance Team will convene in Q3 (dates TBD). Interventions
recommended by the Guidance Team will be routed to COMDT's (CG-1M)
or (CG-1C), as applicable, for final approval. Those interventions
approved for implementation will be announced in message SITREPs
highlighting the important work of the WPT.
6. The WPT is a permanent and vital part of the Coast Guard Human
Resources Enterprise, which continues to grow and mature. Any
program, specialty or rating force manager that believes their
workforce is experiencing personnel challenges is encouraged to
participate in the WPT process with the support of their Assistant
Commandant. Assistant Commandants who want to participate in the
FY26 WPT process should forward their concerns to the WPT
(HQS-SMB-WPT@uscg.mil) with "CWPT" or "MWPT" in the subject line.
Assistance with development of non-monetary and monetary
intervention requests and WPT general information can be found on
the WPT SharePoint page referenced in section 5.
