SUBJ: SOLICITATION FOR THE 2024 SWARINGEN AWARD FOR OUTSTANDING
MENTORSHIP IN HUMAN PERFORMANCE TECHNOLOGY
1. This ALCOAST solicits nominations from across the Coast Guard
for the Charles E. Swaringen, Jr., award. This prestigious award
recognizes exemplary individual achievement in the selfless
development of others in the field of Human Performance
Technology (HPT).
2. Mr. Charles Swaringen, Jr. was the advisor to the Commanding
Officer of Aviation Technical Training Center in Elizabeth City,
North Carolina, before cancer took his life in 1987. He is
remembered as one of the first true Human Performance Technologists
and served as an extraordinary mentor to many. He conducted
experiments with innovative training applications and identified
performance deficiencies attributable to factors other than lack
of skills and knowledge. He also developed training that resulted
in graduates who were confident, competent, and able to achieve
their full performance potential.
3. 2023 Award Winner: Congratulations to CDR Travis Collier, the
2023 recipient of the Swaringen Award. On a daily basis,
CDR Collier demonstrated the spirit of this award. He leveraged
every opportunity to develop juniors and seniors alike in HPT's
principles, practices, and methodologies. CDR Collier led a
diverse team to successfully develop and implement Agile A School
as a service wide recruiting and advancement standard, propelling
150 gradates through individually tailored training plans and out
to the fleet 4189 days early. CDR Collier's discipline in his craft,
commitment to the growth of others, and total dedication to Human
Performance Technology across the training enterprise serves as an
inspiration to all.
4. Specific guidelines:
a. Nominees must be employed full-time by the U.S. Coast Guard
and may be active duty military, reserve, or civilian.
b. The nominating individual must submit documentation of the
nominee's accomplishments and award-related testimonials from at
least two other individuals.
c. Nominees must have made a significant impact on the
professional growth of more than one individual in the HPT arena
during 2024.
d. Nomination packages must include a command cover memo, nominee
name, nominee's email address, nominating individual's name,
nominating individual's email address, supporting documents, and
whether the nominee is active duty military, reserve, or civilian.
Nomination packages must be forwarded as email attachments to
Douglas.M.Craft@uscg.mil by 31 Jan 2025. A selection panel
representing a wide cross section of FORCECOM units will review
the nominations for this year's award winner.
