SUBJ: 2025 RESERVE SENIOR ENLISTED CONTINUATION BOARD (R-SECB) ANNOUNCEMENT

1. This message announces the inaugural Reserve Senior Enlisted
Continuation Board (R-SECB) and provides a timeline and amplifying
guidance to help members and their commands prepare for their 2025 R-SECB
candidacy. The title denotes the year in which those reserve senior
enlisted members selected for non-continuation must retire. The R-SECB
will review the records of all eligible candidates and select those whose
continued service is no longer in the best interest of the Coast Guard for
non-continuation. Reasons for non-continuation and the window for review
are listed in article 7.G.1 of reference (A).
2. Candidate Criteria: In accordance with reference (A), candidates for
the 2025 R-SECB are those reserve senior enlisted members in paygrade E-7
or higher who have completed at least 20 total qualifying years of service
for retirement, and whose total time in service meets the following
criteria on 31 December 2024:
a. Greater than or equal to 20, but less than 21 years of service; or
b. Greater than or equal to 25, but less than 26 years of service; or
c. Greater than or equal to 30, but less than 31 years of service.
Time in Service (TIS) for enlisted members identified as 2025 R-SECB
candidates is based on all military service reflected in their Pay Base
Date (PBD) in Direct Access. If a member believes their PBD is incorrect,
they should request a Statement of Creditable Service (SOCS) through their
unit's servicing administrative (admin) office, and immediately notify
CG PSC-RPM-1 of any corrections. More information regarding the SOCS

3. Candidate Responsibilities: The initial list of 2025 R-SECB candidates
can be found in paragraph eight of this message. The following
responsibilities apply to all 2025 R-SECB candidates:
a. Become familiar with the contents of this message and R-SECB policies
outlined in reference (A).
b. Know their PBD and understand when they will become an R-SECB
candidate.
c. Contact CG PSC-RPM-1 if erroneously added or omitted from the R-SECB
candidate list found in paragraph eight of this message.
d. In accordance with reference (B), verify the contents of their
official military personnel files (OMPF) on the interactive personnel
electronics records management system (iPERMS), and professional
information in Direct Access (e.g. awards, training history,
competencies, education). Each candidate should work with their
servicing administrative office to ensure the information in their
military record is accurate and complete. To review your OMPF, please
utilize iPERMS: https://iperms.mymilrecord.uscg.mil/.
4. Communications: Reference (A) does not allow candidates or commands
to submit statements to the R-SECB for consideration. Furthermore,
candidates selected for non-continuation do not have the opportunity to
appeal the decision of the R-SECB approving authority, Commander, Coast
Guard Personnel Service Center.
5. Exempting Candidates from the R-SECB: CG PSC-RPM serves as the sole
authority for exempting members from the R-SECB. No member will be deemed
exempt from the R-SECB until commands receive confirmation from
CG PSC-RPM-1 that an exemption request is approved. Candidates are
identified based on the criteria listed in paragraph two of this message
and may only be exempt due to confirmed errors associated with these
criteria. Candidates listed in this message who were previously selected
for appointment as a Warrant Officer who have not yet appointed will not
be reviewed by the R-SECB and must contact CG PSC-RPM-1 to confirm their
R-SECB status. Enlisted reservists who were previously granted waivers to
serve beyond 30 years are still subject to the R-SECB. Those with waivers
to serve beyond 30 years who are selected for non-continuation will be
involuntarily retired on or before 1 October 2025.
6. Command responsibilities: Commands must ensure widest dissemination of
this message to their members and ensure those identified as 2025 R-SECB
candidates receive a copy of this message. Commands shall ensure any
pending enlisted evaluation reports for those identified as R-SECB
candidates are finalized prior to the start of the R-SECB, in accordance
with reference (C).
7. 2025 R-SECB timeline:
a. 27 January 2025: Deadline for commands to notify CG PSC-RPM-1 Boards
& Panels of any 2025 R-SECB candidates incorrectly identified or omitted
on the initial candidate list.
b. 11 February 2025: R-SECB held.
c. No later than 1 April 2025: Candidates selected for non-continuation
will be notified of results through their respective command.
d. 1 October 2025: All non-continued candidates will be involuntarily
retired no later than 1 October 2025, in accordance with reference (A).
Those candidates selected for non-continuation with a previously approved
retirement occurring after this date will have their retirement date
adjusted to retire on 1 October 2025. Non-continued candidates may
request to be retired, due to non-continuation, no earlier than
1 April 2025; the nature of the retirement will not change because the
member requested an earlier retirement. See articles 7.A.4 and 7.H of
reference (A) for additional information.
