SUBJ: SOLICITATION FOR THE DEPARTMENT OF DEFENSE AWARD IN PREVENTING
HARMFUL BEHAVIORS
1. Each year the Department of Defense (DoD) recognizes individuals
(military or civilian) from each military service to include the US
Coast Guard, who have excelled in promoting the prevention of sexual
assault activities within their area of responsibility over the
period of performance 1 January 2024 - 31 December 2024. Nominations
are due to Headquarters Integrated Primary Prevention (IPP) Office
no later than Friday 17 January 2025. The final Coast Guard awardee
receives paid travel and associated expenses to attend the Pentagon
award ceremony tentatively scheduled for May 2025.
2. Though conceived as promoting prevention of sexual assault, the
US Coast Guard's IPP Office encourages wider consideration of
primary prevention activities to include healthy communication,
healthy relationships, and activities that leverage positive
command climate and resilience efforts. This wider view recognizes
that strengthening skills in these areas can contribute to the
eradication of sexual assault and other harmful behaviors.
3. Primary prevention activities may include programs, policies,
and/or practices at all levels of the organization. Examples may be
healthy relationships training (program), local alcohol guidance
(policy), and/or ongoing reinforcement of off-duty positive
socialization and alcohol-related behaviors (practice). Efforts may
be collaborative or individual and executed as a sustained ongoing
activity. Importantly, stand-alone awareness raising events such as
Sexual Assault Awareness & Prevention Month (SAAPM) activities,
e.g., fun runs, marches, etc., that operate outside of a
comprehensive primary prevention strategy are not considered
sufficient in preventing sexual assault; thus will not qualify for
award consideration.
4. The nomination should clearly articulate the initial problem,
risk and protective factors addressed, a description of the
prevention activity developed, collaboration and partnership
efforts that influenced change, along with outcomes, impacts, and
any evaluation methods. Award criteria and reference documents can

5. The Coast Guard Nomination must meet the following criteria:
    a. Must be either an active-duty or reserve service member or a
fulltime, permanent civilian.
    b. Anonymous nominations are not accepted.
    c. The nominee's prevention activities must have been implemented
during the period of performance 1 January 2024 - 31 December 2024.
If the nominee has executed a permanent change of station or
transfer, their nomination will still be considered by the IPP
Office. Similarly, commands may nominate civilians who have
transferred within the organization after implementing the
prevention effort during the period of performance.
    d. Additional requirements are contained in the reference
material.
    e. The Nominee's Commanding Officer for operational units or
the first O-6 in the member's chain of command must include a
letter with the nomination package stating that each nominee has
no adverse actions during the award period.
6. The Promoting Excellence in Prevention Award will be presented
with a certificate of recognition from DoD Office of Force
Resiliency officials. Additionally, for those selected, DoD may
invite awardees to participate in panel discussions and/or webinars
to share their identified best practices and lessons learned with
others in the military community. The awardees, and their efforts,
may also be featured in internal DoD media outlets such as DoD News,
sapr.mil, https://www.prevention.mil, All Partners Access Network,
and service media outlets with the purpose of highlighting their
achievements and sharing best practices across the community.
