SUBJ: SOLICITATION FOR THE 2025 LIZ BLANC EXCEPTIONAL SEXUAL
ASSAULT RESPONSE COORDINATOR (SARC) AND VICTIM ADVOCATE OF THE
YEAR AWARD
1. Each year the Department of Defense (DoD) recognizes individuals
(military or civilian) from each military service (including the
Coast Guard) and their respective reserve component, who are
selected as the Exceptional Sexual Assault Response Coordinator
(SARC) on an installation, deployed environment, or in a
reserve component. Since 2022, the award includes the nomination and
recognition of the Exceptional Sexual Assault Prevention Response,
and Recovery Victim Advocate (SAPRR VA) on an installation,
deployed environment, or in a reserve component. This program
recognizes individuals whose work is particularly noteworthy and
demonstrates exceptional service in support of Service members.
The recognition ceremony is held in April during Sexual Assault
Awareness and Prevention Month (SAAPM) and recipients are honored
by the DoD at the Sexual Assault Prevention and Response Office
(SAPRO) Awards Ceremony typically held at the Pentagon.
2. The Coast Guard Awardee for SARC or SAPRR VA of the Year must
meet all the following eligibility requirements:
a. Each awardee must be certified as a SARC or SAPRR VA through
the National Advocate Credentialing Program (NACP);
b. The Coast Guard Academy is eligible;
c. Anonymous awards are not accepted;
d. Awardees may be service members or federal civilian employees;
e. Awardees must have served for a minimum of six (6) months as
the SARC or SAPRR VA either on an installation, or in a deployed
location, within the January 1, 2024 - December 31, 2024, award
period;
f. Exceptional SARC awardee can be a Sector, Station, Base or
District SARC. A SAPRR Victim Advocate who performs SARC duties is
eligible;
g. Commands may nominate a SARC and a SAPRR VA who has changed
station during the award period;
h. The Commander must submit a letter stating that each awardee
has no adverse actions during the award period; and
i. Individuals are not eligible if they have previously received
the same award within the last five years.
3. Victim Advocate Program Specialists are eligible to compete as
well as certificated victim advocates for the SAPRR VA award.
4. The submission must include specific examples that address what
each awardee has achieved; how the awardee accomplished these
achievements; the impact the achievements had; and why the awardee's
achievements have significance that should be recognized with a Liz
Blanc Exceptional SARC Award or Exceptional SAPRR VA Award. The
package must include pages 7-23 of the award application that can be

5. The Exceptional SARC and Exceptional SAPRR VA awardee will be
presented with a certificate of recognition from the DoD Sexual
Assault Prevention and Response Office (SAPRO), Director.
Additionally, for those selected, DoD SAPRO may invite them to
participate in SAPRO panel discussions and/or webinars to share
their identified best practices and lessons learned with the field.
The awardees, and their efforts, may also be featured in internal
DoD media outlets such as DoD News, sapr.mil, DoD SAPR Connect, and
Service media outlets with the purpose of highlighting their
achievements and sharing best practices across the community.

Center SAPRR Program Coordinator, Magnus Graham
(Magnus.J.Graham@uscg.mil), and the SAPRR Program Specialist COMDT
(CG-1K4), Megan Lee (Megan.J.Lee@uscg.mil).
