Application Process
1. The Commandant has approved the report of the RCM Designation Board,
which convened on 22 October 2024.
2. The Secretary, acting for the President, has approved the following
officers for designation as provisional RCMs. Primary selectees are listed
in alphabetical order by last name. Alternate selectees are listed in
order of preference.

3. Upon acceptance, those chief warrant officers (CWOs) selected for
designation as provisional RCMs will be appointed under the authority of
REF (a) as temporary Reserve lieutenants with an RCM designation.
To accomplish this, regular CWO selectees will first be required to accept
an appointment to a Reserve Warrant Officer grade under REF (b).
4. Selectees will be contacted by LCDR Josue Roman, Branch Chief of
CG PSC-RPM-2, to coordinate provisional RCM Designation and assignment
opportunities.
5. Selectees who do not desire an RCM Designation must notify LCDR Josue
Roman at Josue.J.Roman@uscg.mil no later than 6 January 2025.
6. Administrative guidance will be provided to each member appointed as a
provisional RCM to complete the designation process, including guidance
for P&A and SPO offices for completing the necessary transactions in Direct
Access. P&A and SPO offices shall not execute RELAD/separation transactions
without the direction of CG PSC-RPM-3. Staff from CG PSC-RPM-3 will reach
out to each selected member's SPO to provide specific direction on how to
process each member. For questions regarding the Direct Access processing

7. As noted in REF (c), Those officers designated as provisional RCMs are
offered a three-year Extended Active Duty (EAD) contract and can expect
assignment to a training/developmental billet. After two years of active
duty, provisional RCMs are considered for permanent RCM status via a board
convened by CG PSC-RPM. An RCM who acquires permanent status receives
indefinite active-duty orders and serves on active duty until separation
or retirement. Selected provisional RCMs will execute EAD contracts on
1 May and can expect to PCS to their first RCM assignment 1 May through
1 September 2025, based upon Service needs.
