1. REF (A) announced the rollout of the NSARS Hybrid Modularization
Training Program and provides course descriptions and enrollment
methods. REF (D) updated professional requirements located
in section 1.3. of REF (B). This message updates SAR training course
requirements contained in section 1.3. of REF (B).
2. SAR training course implementation:
    a. NSARS Module 1: SAR Foundations (100670) was implemented on
19 NOV 2024 and is available on the Coast Guard's Online World of
Learning (CG-OWL).
    b. NSARS Module 2: Distress Communications (100671) was
implemented on 20 NOV 2024 and is available on CG-OWL.
    c. NSARS Module 3: Awareness & Initial Actions (100672) will be
implemented beginning 30 DEC 2024. and will be available on CG-OWL.
    d. NSARS Module 4: Planning (100673) will be implemented
beginning 13 JAN 2025. Module 4 will be available in-resident at
Training Center Yorktown.
    e. NSARS Module 5: Operations (100674) will be implemented
beginning 11 FEB 2025. This module will be available on CG-OWL.
    f. NSARS Module 6: Conclusion (100675) will be implemented
beginning 13 FEB 2025. This module will be available on CG-OWL.
    g. NSARS Module 7: External Communications (100676) was
implemented on 01 OCT 2024. This module is available in-resident
at Training Center Yorktown.
    h. Proficiency Currency Assessment (PCA) SAR Mission Coordinator
(PCA-SMC) and SAR Mission Manager (PCA-SMM) will be implemented on
01 JAN 2025.
3. SAR training course cancellations:
    a. SAR Fundamentals e-SAR Course (SARFUNDS) (100343) is
cancelled.
    b. Maritime Search Planning (MSP) (340441) is cancelled.
4. Policy:
    a. NSARS Modules 1 and 2 replace SARFUNDS SAR course requirements
in REFs (B) and (C).
    b. NSARS Modules 1 through 6 replace legacy MSP SAR course
requirements in REFs (B) and (C).
    c. NSARS Modules 1 through 6 must be completed in succession.
    d. NSARS Modules 1 through 7 replace legacy SMC SAR course
requirements in REF (B).
    e. NSARS Module 7 replaces legacy Active Search Suspension
(ACTSUS) authority SAR course requirements in REF (B).
    f. Completion of the PCA-SMC meets the SMC formal course currency
requirement mandated by section 1.3.3.2. of REF (B).
    g. Completion of the PCA-SMM meets the SAR watchstander formal
course currency requirements mandated by section 1.3.3.2. of
REF (B).
    h. Formal course currency requirements mandated by section
1.3.3.2. of REF (B) are temporarily suspended. SMCs and SAR
watchstanders should anticipate reinstatement of formal course
requirements on or around 01 AUG 2025.
    i. Completion of legacy SAR training courses will satisfy formal
SAR training requirements for members pursuing ACTSUS, SMC, or SAR
watchstander qualifications through FY25.
5. Labor obligations are to be satisfied prior to implementing any
associated changes for bargaining unit employees.
6. This message will be cancelled on 09 DEC 2025.
