SUBJ: FY25 SOLICITATION FOR DANIEL K. INOUYE ASIA PACIFIC CENTER
FOR SECURITY STUDIES (DKI APCSS) COURSES
1. The Office of International Affairs and Foreign Policy (CG-DCO-I)
is announcing an opportunity for Coast Guard military or civilian
employees to attend two courses sponsored by the Daniel K. Inouye
Asia-Pacific Center for Security Studies, Fort DeRussy, HI.
DKI APCSS is a Department of Defense (DoD) institute that conducts
courses addressing regional and global security issues for military
and civilian representatives of the United States and Indo-Pacific
nations.
2. For FY25, Coast Guard military and civilian members in positions
with a focus on the Indo-Pacific region are encouraged to apply to
attend the following courses:
a. Mobile Indo-Pacific Orientation Course (MIPOC). This course
provides security practitioners with a comprehensive overview of
critical sub-regions, key issues, concerning trends, and notable
themes and patterns that help expand participants' knowledge of
these topics. It focuses on the diverse security dynamics and
strategic imperatives of the Indo-Pacific region, providing a
comprehensive overview that includes political, economic, cultural,
and security issues.
(1) Dates: 24-28 Mar 25
(2) Eligibility: O-4 to O-6, CWO3 to CWO4, E-8 to E-9, and
GS-13 to GS-15
(3) Location: Association of the United States Army
Conference Center, Arlington, VA.
(4) Deadline for nomination: 06Jan25
b. Comprehensive Security Cooperation (CSC). This 5-week resident
executive program enhances the capability of regional allies,
partners, and others to further understand and cooperatively
address complex security challenges in the Indo-Pacific region
while advancing freedom, openness, prosperity, good governance,
a rules-based order, and a free and open Indo-Pacific. In addition
to the core content, Fellows will choose one area of concentration.
Fellows apply what they learn by working on either individual or
group projects, which seek to find innovative solutions to complex
problems.
(1) Dates and concentration areas:
(a) CSC 25-1: 05Feb-12Mar25 (Maritime Security, Space
Security, Cybersecurity)
(b) CSC 25-2: 07May-11Jun25 (Media-Security
Relationship, China and the World, Defense Industry Base)
(c) CSC 25-3: 13Aug-17Sep25 (Economics and Security,
Societal Resilience, Irregular Warfare and Counterterrorism)
(2) Eligibility: O-4 to O-7 and GS-13 to GS-15
(3) Location: DKI APCSS, Fort DeRussy, HI
(4) Deadline for nominations:
(a) Session 25-1: 20Dec24
(b) Session 25-2 and 25-3: 21Feb25
3. There is no fee to attend these courses, however, travel and per
diem are the responsibility of the member's command. Member must be
able to participate in the entirety of the course to graduate.
Unexcused absence from the course will normally result in
disenrollment.
4. To be considered for attendance, commands must submit a
nomination memo in standard CG memo format to
COMDT-SMB-CG-DCO-I-AdvEd@uscg.mil.
a. Subject line for memo/email: COURSE TITLE, SESSION (if
applicable) NOMINATION FOR (rate/rank/grade) X. X. XXXXXXXX
b. Memo should address how the member's assigned position
involves operating or decision-making in international or
inter-governmental settings relevant to the Indo-Pacific, how long
the member is projected to remain in this position, and why they
would benefit from attending this course. It should also
acknowledge that the command can fund the member's travel
and per diem.
c. Members may apply for multiple courses and should annotate
course convening preference.
d. Memo is limited to no more than one page.
