1. This ALCOAST announces the U.S. Naval Institute's DARE 2025
Workshop.
2. Overview: DARE 2025 is a 3 day workshop for 60 early-to-midcareer
professionals to troubleshoot challenges facing the services and
brief their findings directly to the service chiefs. This year,
Admiral Fagan has posed the following questions to the teams:
a. Retention: What are the primary factors that would lead you to
leave the service? Which factors are most effectively addressed by
policy changes, given budgetary constraints? Are there situations
where you might feel you have no option but leaving, and how can we
make your service the best choice for you and your family?
b. Innovation: Innovation is more than new technology. In a time
of budgetary constraints and an inflexible acquisition process, it
is particularly important that we pay credent to the broader
definition of innovating, making changes by introducing new methods,
ideas, or products, particularly those that have been proven
elsewhere. Recognizing we are different services with different
systems, what are ways that we could bring in ideas from other
service branches or the commercial sector, or share practices to
operate more effectively? Specifically, how can we think about how
we do work in a smarter or more efficient manner? What are ways we
can promote interoperability between the services from the bottom
up, at the deckplate level? What does leadership need to do in order
to support these initiatives?
3. DARE 2025 will be held in San Diego, CA, 28-30 January 2025.
4. Eligibility: Open to E5-E7, O3-O4, GS11-GS13.

a. The DARE 2025 planning team will review applications and
notify applicants of their selection status no later than
31 December 2024.
b. If selected, applicants are expected to attend in person for
all 3 days of the workshop.

6. There is no fee to attend DARE however, travel and per diem
expenses are the responsibility of the member's command, subject to
availability.
7. Supervisor approval is required for military.
8. Civilian employees: Supervisory approval is required to attend
during work time (including travel time). Timecard remarks section
must state employee is approved work and travel time to attend the
event if its held during the employees normal scheduled tour of duty
on 28-30 January 2025. Employee's attendance at events outside of
their scheduled tour of duty is not required and is at the
employee's discretion; therefore, overtime and compensatory time
for work cannot be approved.
9. Uniform is business casual attire for all.
