1. This message provides guidance for officers considering opting out of
promotion consideration on their respective IDPL selection board during
Promotion Year 2026 (PY26). PY26 begins on 1 July 2025 and ends on
30 June 2026. The formal name for the panel is the Promotion Selection
Board Exclusion Panel, as noted in reference (a). The panel to request opting
out of consideration for promotion is scheduled for Thursday, 23 January 2025.
2. Per reference (c), IDPL officers cannot opt-out of any retention board.
3. For PY26, IDPL selection board opt-out is being offered for promotions to
the grade of lieutenant and lieutenant commander. Reserve Component Managers
(RCMs) are not eligible to apply to the opt-out panel.
4. The Coast Guard utilizes the running mate system for IDPL officers, and
Officer Signal Numbers are published in accordance with reference (d).
Therefore, per reference (e), PY26 IDPL selection board opt-out is available
for IDPL officers holding similar Signal Numbers as their ADPL running mates
who meet the following criteria:
a. LTJGs with a date of rank of 1 July 2024 or earlier meeting the
requirements of reference (b) are eligible to apply to opt-out of
consideration for selection to the grade of LT.
b. LTs holding Signal Numbers 4052 or less meeting the requirements of
reference (b) are eligible to apply to opt-out of consideration for
selection to the grade of LCDR.
5. Extended Active Duty (EAD). This paragraph provides guidance to Reserve
Officers serving on EAD:
a. Reserve officers serving on EAD in PY26 when their respective promotion
board convenes must follow the ADPL guidance in reference (e).
b. Reserve officers currently serving on EAD, but whose contracts end prior
to when their respective PY26 promotion board convenes, must follow the
IDPL guidance in this message.
c. Opt-out approvals are only applicable to a specific promotion board for
either ADPL or IDPL. If an officer's status changes after being approved
for opt-out (i.e. entry or release from EAD), the officer would need to
apply to the next ADPL or IDPL opt-out panel to be removed from
consideration by a future promotion board.
6. Application Process. Reserve officers applying for IDPL opt-out must
submit a memorandum to CG PSC-RPM-1 via their immediate command in accordance
with reference (f). Memorandums shall be addressed to "PY26 Promotion
Selection Board Exclusion Panel", and are limited to a maximum of one page.
Enclosures are not permitted. Commands must endorse the application via thru
line endorsement or a new page endorsement in accordance with reference (f).
New page endorsements are limited to a maximum of one page. A template for
the application memorandum is posted on the following website:
https://www.dcms.uscg.mil/RPM-1/Boards_And_Panels/. Application memorandums
must include the following:
a. A description of the broadening assignment, advanced education,
another assignment of significant value to the Coast Guard, a career
progression requirement delayed by the assignment or education, or a
qualifying personal or professional circumstance for which member is
requesting to opt-out.
b. Justification for requesting consideration to opt-out.
c. The Promotion Year deferral duration. Officers may request PY deferral
annually, or for the duration of the members broadening assignment,
advanced education, assignment of significant value, career progression
requirement, or qualifying circumstances. Officers are eligible to
request to opt-out not to exceed three consecutive promotion boards
in a single application. After three years, the member may compete for
promotion or resubmit a new request to opt-out for up to an additional
three years.
7. The deadline to apply is 10 January 2025. Members who request to opt-out
cannot alter or cancel their request after 10 January 2025 due to planning
factors implicated in the promotion process. Additionally, applications with
endorsement to request to opt-out will not be considered if received after
10 January 2025. Applications with endorsement must be sent to the following
email address: HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil.
8. Opt-Out Applications will be evaluated by a panel of officers on a best and
fully qualified basis considering the officer's service record and qualifying
personnel and professional circumstance as stipulated in paragraph 2 of
reference (b). The panel is authorized to recommend the following number of
officers expected to be in zone for PY26 on the IDPL:
a. Up to 10 LTJGs being considered for LT.
b. Up to 10 LTs being considered for LCDR.
9. Candidates should expect formal notification of the status of their
application via email NLT 45 calendar days prior to the corresponding PY26
Selection Board.
