Year Cut-Off Dates for Actionable Procurement Request Packages
B. CGAP Appendix I - Acquisition Lead Time (ALT) Memo
1. As we enter a new fiscal year, this ALCOAST provides mission
partners guidance for effective acquisition lead time management
and submission of actionable procurement packages to ensure mission
readiness.
2. REF (A) establishes annual dates for mission partners to submit
actionable procurement request (PR) packages in order to assure the
contracting office has sufficient time to execute the procurement
action prior to the end of the fiscal year. An actionable PR package
includes complete and final documents for the procurement as well as
certified funds.
3. REF (B) provides ALT process definitions and timelines to manage
expectations of the time it takes to plan, solicit, and award
actions at the best value. ALT is separated into 3 distinct phases:
    a. P1 - PR Package Generation - driven by the mission partner
with contracting officer (KO) support
    b. P2 - Pre-Solicitation - driven by the KO with mission partner
support
    c. P3 - Procurement Administrative Lead Time (PALT) - driven
by the KO with mission partner support
4. REFs (A) and (B) include a table at the end of each document so
that the fiscal year cut-off dates and the estimated times for ALT
Phases P2 + P3 of various procurement types are aligned. Submission
of the actionable PR Packages in accordance with the cut-off dates
will assure the requirement is awarded within the fiscal year. PR
packages received after these dates, or received but are not
actionable, may not get awarded this fiscal year. Early engagement,
coordination and planning with the integrated project team supports
timely and successful contract execution.
