1. This ALCOAST provides course delivery and certification updates
for ICS-300, Intermediate ICS for Expanding Incidents.
    a. To meet compliance standards outlined in REFs (B) and (C),
ICS-300 will be removed from the Coast Guard's (CG) Online World of
Learning (OWL) on September 30, 2024.
    b. Beginning October 2024, the delivery of ICS-300 will be in the
Facilitated Online Training (FOT) format, administered by Training
Center Yorktown (TCY) Emergency and Disaster Management School
(EDMS). TCY-EDMS will hold 16 sessions in FY25. ICS-300 will be a
3-day, instructor led course designed for emergency response
personnel that function in a Command or General Staff position
during large, complex incidents, and/or personnel that would be part
of a local/regional Incident Management Team during a major incident
/event (single agency, multiagency, or Unified Command). Following
the successful completion of the course, applicants will receive an
ICS-300 certificate that is in compliance with REFs (B) and (C).
    c. Electronic Training Request (ETR) will be submitted in the
standard format for the FOT delivery of ICS-300. ETR submission for
ICS-300 (course code 100307) will be available in FY25.
2. Members that have completed ICS-300 on the CG Learning Management
System (LMS) or CG-OWL between 01OCT2020 and 30SEP2024 are currently
not in compliance with REFs (B) and (C) and must complete the
approved record review process to receive a new certificate and have
their record updated. The application process is outlined below and
shall be administered through the members local ICS Coordinator.
    a. A list of impacted members and the job aid can be located on
the SharePoint site in paragraph 4.
    b. Members requesting credit for ICS-300 completed on CG-LMS or
CG-OWL must provide their local ICS coordinator with proof of
ICS-300 completion and ONE of the items listed below.
      (1) Proof of subsequent ICS certification. This can be
accomplished in the form of the members Employee Summary
Sheet or ICS certificate(s)
      (2) Trainee Evaluation Form with documented ICS position
      (3) ICS 225 Evaluation Form with documented ICS position
      (4) Personal Award with documented ICS position
      (5) Incident Action Plan with identified ICS position
      (6) Other approved ICS forms documenting position-specific
participation within a real-world event, ICS-driven event,
or Full-Scale exercise.
    c. Unit ICS Coordinator shall verify applicant(s) record for
completion of ICS-300 on LMS or OWL and documented operational
activities.
    d. Once documentation is validated, the Unit ICS Coordinator
shall complete the ICS-300 Applicant Validation Worksheet and submit
the supporting documentation to COMDT (CG-OEM) on behalf of the
member IAW the instructions located on the SharePoint site in
paragraph 4.
    e. COMDT (CG-OEM) and TCY-EDMS will review and validate the
application package and, if approved, FEMA will issue an up-to-date
certificate that is in compliance with the REFs (B) and (C) on a
quarterly basis.
    f. Failure to complete requirements within the timeline will
result in the member being required to enroll and complete the
updated ICS 300 FOT course for certification. Deadline for
submission of package is September 30, 2025.
3. All ICS program resources are available on the ICS Program and
Coordinator SharePoint site. ICS resources are also available with
login on Homeport.
