1. This ALCOAST provides guidance on the use of administrative leave
as provided in REFs (A) and (B). IAW REFs (A) and (B) full-time
civilian employees may not be authorized more than 10 workdays total
of administrative leave in a calendar year. The 10-workday calendar
year limit is converted to an aggregate limit of 80 hours,
considering different workdays can apply to employees under
different work schedules.
2. In accordance with the provisions outlined in REF (A), the
Office of Personnel Management (OPM) guidance and REF (B):
a. The 10-workday limitation does not apply to government-wide
programs issued by the President and/or OPM (e.g., court leave,
voting, return to civilian duty following active-duty military
service, blood donation, death of a president, excused absence for
health promotion activities). While excused absence for health
promotion activities is at the discretion of the agency, it is part
of a government-wide program to promote the physical and mental
fitness of Federal employees and does not count towards the
10-workday limit.
b. The 10-workday limitation does apply to agency authorized
programs (e.g., administrative leave after serving on the Surge
Capacity Force or Volunteer Force, administrative leave provided by
the DHS Secretary (S1), excused absence greater than 59 minutes
granted by the Coast Guard).
c. The timekeeping system (webTA) currently does not have
functionality to track when an employee has reached their 10-workday
leave limit, so it is up to both supervisors and employees to track
usage to make sure the limit is not exceeded in a particular
calendar year.
3. After the 10-workday calendar year limit is reached, additional
administrative leave cannot be used. The 10-workday calendar year
limit is prorated for part-time employees and employees with an
uncommon tour of duty. If an employee has reached his or her
calendar year limit and a situation arise where the employee might
have been granted administrative leave but for the limit, the
employee must continue to work or request other appropriate leave
(e.g., annual leave, accrued compensatory time off, leave without
pay).
4. Administrative leave is not an employee entitlement. Use of
administrative leave must be recorded in the appropriate
timekeeping system.
5. For bargaining unit employees, where REF (B) conflicts with a
negotiated agreement, Supervisors of civilian employees must contact
their servicing Office of Civilian Workforce Relations (CG-1C4)
Labor and Employee Relations Specialist to discuss labor-management
obligations.
6. This guidance will be included in future policy and implementing
guidance such as Advisory Notices from Civilian Human Resources
(ANCHR).
