SUBJ: SOLICITATION FOR THE CHDS EMERGENCE PROGRAM
1. The Office of Leadership, COMDT (DCMS-DPR-5), is soliciting
applications for the Center for Homeland Defense and Security
(CHDS) Emergence Program.
    a. This opportunity is part of the wider DHS Academic Programs
Fall Open Season for civilians and military members.
    b. The DHS Academic Programs cultivate creative homeland
security strategic analysis and decision-making skills through
high-quality, fully-accredited academic programs. Additionally, many
of the programs offer DHS employees the opportunity to earn a
fully-funded degree; or to attend a professional development program
that offers graduate credits toward a degree.
    c. Please pay close attention to the application procedures in
paragraph 3, as the process is different for civilian and
military personnel.
2. The Program.
    a. The CHDS Emergence Program is a unique opportunity for
homeland security and public safety professionals who are in the
first half of their careers. The program includes an innovation lab
for participants to research and develop an idea for change within
their organizations (e.g., new policy, approach, program, procedure,
system, use of technology, etc.). Participants will work
collaboratively during the lab. CHDS staff will be available to
assist with the drafting of individual implementation plans. The six
month program has two one-week sessions which are held in Monterey,
CA at the Naval Postgraduate School. It is fully funded by a
FEMA grant.
    b. Eligibility:
        (1) Civilian: GS-9 through GS-13 (and equivalent) with 3 to 15
years of federal work experience in any area (does not need to be
homeland security related) are eligible to apply.
        (2) Officer: Active duty officers in the first half of their
careers with at least 1 year of service and a command endorsement
are eligible to apply.
        (3) Enlisted: Active duty enlisted with a command endorsement
are eligible to apply.
    c. Program Duration: Two (2) one-week sessions over six (6)
months with approximately two (2) months of online work prior to
both week one and week two.

    e. Once accepted, students will work directly with CHDS on any
conflicts or issues that may arise during their cohort.
3. Application Procedures.
    a. Civilian: A DHS nomination and CHDS application are
both required. Applicants are encouraged to complete both
applications at the same time.
        (1) DHS nomination packages are located on the DHS Academic
Programs website and are due to the CG POC (listed in paragraph 4

are addressed in the application.
        (3) Once you submit your application, please send an email to
the CG POC (listed in paragraph 4 below) for tracking purposes.
Include only your name, program name, and dates for which
you applied.
