A. Coast Guard External Affairs Manual, COMDTINST M5700.13A
1. This ALCOAST solicits for presenters for WEST 2025.
2. WEST is the largest and most prestigious maritime conference
on the West Coast hosted by the U.S. Naval Institute and the Armed
Forces Communications and Electronics Association, two non-profit
professional organizations. It provides the opportunity to engage
with key decision-makers and be part of the conversation shaping the
future of the U.S. Navy, Marine Corps, and Coast Guard. The 35th
annual WEST Conference and Exposition will be held at the San Diego
Convention Center, 28-30 January 2025. The theme of WEST 2025 is
The Future Is Now: Are We Advancing Operational Capabilities that
Pace the Threat?
3. WEST 2025 has two, one-hour vacancies available for Coast Guard
led presentations and is seeking timely and important topics that
meet the broad theme of "The Future Is Now: Are We Advancing
Operational Capabilities that Pace the Threat?" All are eligible to
apply. Active duty, reserves, civilians, and auxiliary are
encouraged and welcome to apply or attend. If you would like to
be considered to present at WEST 2025, please fill out the below
application no later than 23 September 2024.

    a. The WEST Conference planning team will review the applications
and notify applicants of their selection status no later than
15 October 2024.

4. There is no fee to attend or present at the conference however,
travel and per diem expenses are the responsibility of the members
command, subject to availability.
5. Supervisor approval is required for military.
6. Civilian employees. Supervisory approval is required to attend
during work time (including travel time). Timecard remarks section
must state employee is approved work and travel time to attend the
event if its held during the employees normal scheduled tour of duty
on 28-30 January 2025. Employee's attendance at events outside of
their scheduled tour of duty is not required and is at the
employee's discretion; therefore, overtime and compensatory time
for work cannot be approved.
7. Uniform is business attire for civilian employees and tropical
blue long for military.
