1. This ALCOAST repromulgates information originally published in
REF (A) and provides an update to the Chief Warrant Officer
Professional Development (CWOPD) course requirement. This ALCOAST
applies to both Regular and Reserve CWOs.
2. The CWOPD course is designed to assist newly appointed CWO2s with
transitioning into the commissioned officer corps. CWO2's shall put
forth every effort to attend CWOPD at their earliest availability.
While CWO2s are the target audience, CWO3 and CWO4 officers who
have not yet attended are strongly encouraged to attend as well.
3. While REF (A) cancelled Chief Warrant Officer Professional
Development (CWOPD) Course, COMDTINST 1500.1A, it retained the
18-month course completion requirement for both Regular and Reserve
officers. This requirement will be incorporated in the next revision
of REF (B). In accordance with REF (C), if an officer's conduct or
performance raises doubts about their suitability to serve, their
record may be reviewed. Failure to complete required training,
combined with other deficiencies, could form a pattern that, when
viewed in relation to the overall record, requires separation.
4. The Coast Guard is aware of a training backlog preventing 100%
of CWOs from attending CWOPD, through no fault of the officer.
The CWOPD course is not a requirement for promotion to CWO3 or CWO4.
Due to the backlog, Selection Boards will not consider
non-attendance to CWOPD during board proceedings.

7. Policy mentioned in this ALCOAST will be added to the next
revision of REF (B), which will be released within a year.
