SUBJ: SELECTION OF THE DIRECTOR OF FINANCIAL OPERATIONS/COMPTROLLER
(CG-8C)
1. I am pleased to announce the selection of Mr. Mark Rose as the
Coast Guard's Director of Financial Operations/Comptroller.
2. This position is responsible for developing, implementing, and
managing Coast Guard wide policies, plans, and programs governing
all Coast Guard financial management and accounting operations.
In this role, Mr. Rose will develop and implement strategic plans
for financial audit activities related to financial reporting,
monitor financial internal controls for effectiveness, and ensure
compliance with applicable financial related requirements.
Additionally, Mr. Rose will provide executive-level oversight,
coordination, and direction to mature business processes to
optimize financial service delivery throughout the Coast Guard
and serve as the sponsor for the Financial System Modernization
Solution with technical authority over mixed financial systems.
3. Mr. Rose previously served as the CG's Director of Financial
Operations/Comptroller from 2014-2019. During his tenure, Mr. Rose
led the Coast Guard to be the first U.S. military organization to
obtain and sustain unmodified "clean" financial statement audit
opinions. He executed financial operations in excess of $10 billion
annually including payment and receivable management while
overseeing the Coast Guard's Finance Center (FINCEN), providing
accounting, payment, and receivable management services for the
USCG, Transportation Security Administration (TSA), and Countering
Weapons of Mass Destruction (CWMD) Office. Mr. Rose received the
Presidential Rank Award - Meritorious for sustained accomplishment
