Planning Forecast System [APFS]
1. To ensure APFS entries are finalized (published) by the 30 AUGUST
2024 deadline, mission partners must input anticipated FY 2025
requirements with total values greater than $250,000 as soon as
possible in the APFS even if funding is not yet available for those
anticipated requirements.
2. Beyond 30 AUGUST, mission partners must continue to add entries
as procurements are anticipated as well as update existing entries
if there are significant changes to the strategy, solicitation
release date, contacts, or any of the other fields.
3. REFs (A)-(C) implement the statutory requirement to build and
publish the annual forecast of opportunities. Exceptions to this
requirement are provided in REF (B).
4. The forecast benefits industry partners, especially small
businesses, by providing them with accurate information about DHS
contracting opportunities. The forecast also benefits USCG as it
can increase competition and support better contracting outcomes.
Better contracting outcomes ultimately translates to better
mission support.
5. Because the forecast is available to the public, individuals
listed as points of contact in the record should be knowledgeable
about the requirements and how to engage with industry while
maintaining procurement integrity.
6. Contracting/procurement professionals and small business
specialists are also involved to finalize forecast entries.
7. Mission partners and contracting and procurement professionals
may use the quick tip sheets available at the COMDT (CG-913) APFS
SharePoint Site to create, finalize, and maintain entries in APFS
by the due date and beyond. Access the COMDT (CG-913) APFS
