SUBJ: ASSIGNMENT YEAR 2025 (AY25) RESERVE SENIOR COMMAND SCREENING PANEL
A. Guidance and Eligibility Criteria for Officer Personnel Boards and Panels,

1. REF A outlines the eligibility criteria for O-6 and O-5 commands and is

2. The AY25 Reserve Senior Command Screening Panel (RSCSP) will convene 
18 November 2024 to screen eligible officers for command of Port Security 
Units (PSUs) and Coast Guard Reserve Units (CGRUs) augmenting Combatant 
Commands (COCOMs). All AY25 command screenings will be at the member’s request,
unless adequate candidate pools are not attained. 
3. Key dates and information:
A. 29 September 2024: Direct Access (DA) application deadline.
B. 29 September 2024: Waiver requests due to PSC-RPM.
C. 03 November 2024: Last day to submit communications to the panel.
D. 18 November 2024: Panel convenes.
4. The AY25 RSCSP will screen eligible candidates for the following commands:
A. O6 Commands:
        CO CGRU US INDO PACIFIC COMMAND/00072047
        CO CGRU JOINT STAFF SOUTH/00044438
B. O5 Commands:
        CO PSU 311/00048480
        CO PSU 312/00049417
5. To be considered by the RSCSP, officers must meet the criteria listed in 
REF A. 
A. Eligibility:
(1) Captains and Commanders. 
(2) Meet REF A screening criteria.
(3) In lieu of the waiver process, and for PSC awareness, applicants that 
are not tour complete in AY25 must have a positive DA command endorsement 
describing any negative impact from the early rotation.
B. Eligible reserve officers who desire an O6 or O5 Commanding Officer 
assignment must apply through the panel submission process. Officers who have 
been selected for Captain or Commander in Promotion Year 2025 may request 
screening if otherwise qualified.
6. Senior officers who have already held command in the same grade are not 
eligible to apply.
7. Detailed directions for applying to the RSCSP are available on the PSC-RPM-2

8. Waiver Requests: Members who believe they have the skillsets and 
qualifications for these screened positions but do not meet the eligibility 
criteria of REF A may request a waiver. Waivers will be granted based on 
service needs. Send endorsed memo waiver requests via email to the panel 
coordinator NLT 29 September 2024. 
9. Application deadline is 29 September 2024.  No applications will be accepted 
after the deadline. On or about 30 October 2024, PSC-RPM will release an initial 
candidate confirmation message listing all members who have requested and are 
found eligible to screen for command. 
10. Those unable to connect to DA may communicate their requests to screen via 
email to the RSCSP coordinator and follow up with a panel submission as soon as
DA connectivity is available. 
11. All members must ensure their DA information is accurate.
