1. In accordance with REFs A and B, the PY25 RCM Captain, Commander,
Lieutenant Commander, and Lieutenant Selection boards, along with the RCM
Permanency Board, will convene the week of 12-16 August 2024. In addition,
the PY24 RCM Lieutenant (junior grade) Selection Board will be held during
the same period this week.
2. The following RCMs, listed alphabetically by last name, are projected to
be considered by the board in the below categories along with the
respective opportunity of selection:

3. Selection boards are given a complete roster of eligible candidates.
Above-zone and in-zone officers are integrated so the status of each
candidate is not discernible.
4. Officers with an approved retirement on file, who do not retire prior to
the Board convening, will appear before the Board. A list of candidates
with approved voluntary retirement requests on file is provided to and
viewed by the Board.
5. Officers desiring to submit communications to the Board must follow the
guidelines provided in paragraph 10.d of REF C and Article 3.A.4.f of REF
D. Communications shall be sent via email as a command-endorsed,
electronically signed memo to: hqs-smb-cgpsc-rpm-boardspanels@uscg.mil to
arrive no later than the day before the Board convenes. Early submission
of communications to the Board is required to allow adequate time for
correction should a submission contain unauthorized content.
6. All officers should review REF E regarding OER policy and guidance.
7. Rating chains and administrative reviewers must expedite submission of
OERs to ensure eligible officers have up-to-date records on file before the
Board convenes.
8. All officers being considered are required to review their official
Coast Guard Military Human Resource Record (CGMHRR). For information on

9. Officers are encouraged to review REF F, which sets forth the Commandant's
vision for officer promotions. This document will also be provided to the
Board during their review. REF F is available on the following
