1.  In the event of a hurricane or another contingency operation, the
Surge Staffing process is outlined in REF (A) and REF (B). As a
Reminder, the affected District will stand up a Mobilization Cell to
receive and process requests for needed personnel support from the
Incident Management Team (IMT). Districts will manage requests at
their level until it is necessary to request assistance outside of
their authority outlined by REF (B).
2.  Requests for Forces (RFFs) are entered into Direct Access and
PSC-PSD-SSS (Surge Staffing) will be notified through a DA report of
RFFs that are escalated to them. Surge Staffing will gain input
through sourcing partners on the status of individual members and
then select and assign the best candidate for the assignment.
Ideally, active duty members are utilized first in response to
contingencies and are then backfilled by reservists utilizing Title
14, if authorized. For active duty members, the assignment messages
are sent to the member and command unit inbox (i.e.
CMD-SMB-CGD-Seven). For reservists, the selection message is sent to
the members command and admin, with the DXR copied for order
creation.
3.  IAW REF (C), article 5.A.1, the authority to activate personnel
in advance of a potential incident is provided by Title 14 U.S.C.
3713. Reservists must be provided at least a 48-hour notification
and are required to initiate travel within 48 hours of notification
but may voluntarily report earlier.
4.  In preparation for hurricane season every active duty and reserve
member needs to take appropriate steps to ensure they are ready to
answer the call when needed. It is important that personal readiness
and family readiness is prioritized and addressed prior to and
throughout hurricane season. All personnel need to be ready to
immediately deploy to respond and fulfill the U.S. Coast Guards
function within the National Response Framework for disaster
response. All members working toward an ICS qualification who are
not fully qualified are encouraged to remain updated with the
Pursuing Qualification (_PQ) competency process.
