1. PSC-EPM will convene the Assignment Year 2025 (AY25) OIC screening panel
during the week of 09 SEP 2024, and the AY25 XPO screening panel during
the week of 02 SEP 2024.
2. The OIC/XPO screening panels are charged with selecting a pool of
qualified candidates for potential assignment to OIC/XPO positions.
Incumbent OICs and XPOs who plan to request an extension or
desire to compete for a follow-on OIC/XPO assignment are required
to submit a request to be screened in Direct Access (DA). Regardless of
successful screening, OIC/XPO assignments, including extensions and
follow-on tours, are not guaranteed.
3. Each year members do not screen for OIC/XPO then come above a cut
on the MCAP or SWE, and subsequently are due to rotate to fill a billet at
the next higher paygrade. These members are ineligible to compete for
OIC/XPO positions if they do not screen. If you are competing for advancement,
and not tour complete, you are encouraged to screen.
4. The OIC Screening Panel will consider BMs who possess OIC competencies in DA.
The primary pool of OIC candidates are those members tour complete in AY25.
Candidates will be considered for every mission and/or platform for which they are
certified. To be considered by the OIC Screening Panel, members must request to be
screened by submitting a DA screening request NLT 19 JUL 2024. If members are unable
to meet the above deadline, please reach out to your respective AO for specific
guidance.
5. Members that should consider screening for OIC are BMs that have OIC
certifications and are:
a. tour complete in 2025.
b. in a billet to paygrade mismatch (i.e. BMC in a BM1 billet).
c. competing for advancement.
d. holds ATON, HWX or SURF certifications, regardless of rotation date.
6. The XPO screening Panel will only consider BMs who are not competing for or did
not earn an OIC position. Members that have had consecutive XPO tours will not be
favorably considered for a third XPO tour. Members who screen for OIC, but do not
earn an OIC position do not need to request to screen for XPO. These members will
be automatically screened for XPO once the OIC slate is published. If you screen for
XPO, you will be considered for all XPO positions available.
a. To be considered by the XPO panel, members must request to be screened
by submitting a DA screening request NLT 16 AUG 2024. A list of frequently
asked questions and submission guides can be found in the files section of
Ref (C) & Ref (D).
7. Members that should consider screening for XPO are members that:
a. BM2 through BMCS and not screening for OIC
b. tour complete in AY25
c. in a billet to paygrade mismatch (i.e. BMC in a BM1 billet)
d. competing for advancement
8. The OIC/XPO screening panels will consider each candidate's assignment
history, performance, leadership potential, overall management skills, and
commitment to Coast Guard Core Values.
9. Command Endorsement:
a. The minimum required content for OIC/XPO endorsements is
outlined in Ref (B).
b. OIC and XPO endorsements shall list each performance dimension followed
by specific comments regarding each characteristic. The comments provided
on each characteristic are important factors in the selection process.
c. Command endorsements for OIC candidates shall be submitted by the
Commanding Officer or Sector Commander. The XPO endorsements shall be
submitted by either the candidate's Commanding Officer, Officer in Charge, or
Sector Department Head.
d. Members who do not have a proper endorsement will not be considered by
the panel. This includes endorsements a not marked final in DA by the authorizing
official.
e. All command endorsements shall be completed in DA.
10. Specific OIC/XPO Timeline:
19 JUL 2024: OIC screening panel submissions in DA due.
16 AUG 2024: XPO screening panel submissions in DA due.
02 SEP 2024: XPO screening panel begins.
09 SEP 2024: OIC screening panel begins.
16 SEP 2024: OIC screening panel results posted.
08 NOV 2024: XPO screening panel results posted.
22 NOV 2024: OIC/Senior BM (E8/E9) E-resume deadline.
13 DEC 2024: OIC/Senior BM (E8/E9) slate posted on Ref (C) & Ref (D)
13 JAN 2025: XPO E-resume deadline.
24 JAN 2025: XPO slate posted on Ref (C) & Ref (D)
11. As a reminder, candidates should ensure their Official Military
Personnel File (OMPF) is complete and accurate (e.g. CG-4082,
CG-3307s, awards, academic transcripts). Members can view their OMPF
by logging onto iPERMS: https://iperms.mymilrecord.uscg.mil/login/.
If updates to the OMPF are needed, members can work with their local
Personnel & Admin office. Members are also encouraged to review their
ESS in CGBI.
