1. Nominations are being accepted for the 2023 CEOY and NAF EOY.
The CEOY and NAF EOY annually recognize outstanding achievements
by Coast Guard civilians in all grade levels and any career field.
Up to six (6) General Schedule (GS) and Federal Wage System (FWS)
civilian employees and two (2) non-appropriated fund (NAF) employees
who have demonstrated superior job performance or have significantly
contributed above and beyond the scope of their normal duties from
1 January through 31 December 2023, will be recognized with this
prestigious award. Commands are encouraged to thoroughly assess
all eligible GS, WG, and NAF employees on their staffs and nominate
those deserving of these high-level awards.
2. Nominations for the CEOY will be independently selected in each
of the following categories: up to two selectees at level GS-14 or
FWS-14 and above, up to two selectees at the GS-10 thru GS-13 or
FWS-10 thru FWS-13, and up to two selectees at the GS-9 or FWS-9 and
below.
3. Two nominations for the NAF EOY will be independently selected
from NAF employees, one at the NF 4-5 level and one at the NF 1-3
level, including Crafts and Trades NA, NL and NS.

5. Specific award criteria, nomination instructions, and award
guidance for the NAF EOY award can be viewed at:

6. Nomination packages for the CEOY must be submitted IAW
Paragraph 4. NAF EOY nomination packages must be submitted IAW
Paragraph 5. All nominations must be submitted in specific
memorandum format citing achievements and accomplishments during
calendar year 2023 and must include a completed Coast Guard Award
Recommendation Form, CG-1650.
7. Nominations must be cleared and endorsed through the appropriate
chain of command, i.e., Coast Guard Unit Commanders, Commanding
Officers, Officers-in-Charge, Deputy/Assistant Commandants, or
Chiefs of Headquarters staff elements prior to submission.
All CEOY nominations must be endorsed by a Flag Officer/SES in the
chain of command, prior to submission to COMDT (CG-1C4).
8. Submit CEOY nominations electronically to:

10. Nominations must be received by COB 31 July 2024.
11. All recipients will be honored at an annual CEOY/NAF EOY Awards
Ceremony, date TBD. Detailed logistical information regarding
ceremony and events will be provided in separate correspondence
after selections are made. Any travel for award recipients will be
funded by the nominating command. Travel for guests is at the
discretion of, and funded by, nominating commands under TDY or
invitational orders procedures, IAW REF (C).
