1. Purpose: This message establishes how the A2P beta test will apply to the CSEL program in Assignment Year 2025 (AY25). A2P is an advancement and assignment process authorized by CG-1M that offers active-duty enlisted members an advancement to the next higher paygrade for filling vacancies late in the assignment year or vacancies shopped during, or after the AY via critical solicitation.
2. The AY25 CSEL application deadline for active-duty members is extended to 10 May 2024.
3. Implementation of A2P in the CSEL program:
A. In AY25, A2P will be used when EPM has unfilled E9 CSEL positions after a critical solicitation fails to fill the billet. The stratified screening list from the AY25 CSEL panel will be used to determine assignment precedent for A2P.
B. E8s interested in competing for a CSEL A2P opportunity in AY25 are encouraged to apply for the AY25 CSEL Screening Panel regardless of their tour completion date. This includes all E8s that are competing for a CSEL assignment in AY25, sitting E8 CSELs, and previously qualified E8 CSELs (holding CSEL competency codes). E8s are only considered eligible to apply for CSEL A2P positions if they are successfully screened by the AY25 CSEL Screening Panel and are on the current MCAP Eligibility List.
4. AY25 CSEL A2P Procedures for E9 CSEL Positions:
A. If all candidates are offered assignments and positions remain available, EPM will release a critical fill solicitation via e-mail to E9s who successfully screened for CSEL and did not earn a position.
B. If no currently screened E9 applies for the position, A2P will be enacted for E8s who successfully screened for CSEL in AY25 and meet advancement requirements. Offers for the A2P advancement and position will be made based off the stratified list from the AY25 CSEL panel.
5. To apply for any CSEL A2P position, applicants must meet the eligibility requirements IAW reference (A), (B) and (C).
6. Candidates should ensure their Official Military Personnel File (OMPF) is complete and accurate (e.g. CG-4082, CG-3307s, awards, academic transcripts). Members can view their OMPF by logging onto iPERMS: iPERMS RMA (uscg.mil). If updates to the OMPF are needed, members should work with their local Personnel & Admin office. Members are also encouraged to review their ESS in CGBI.
