SUBJ: SOLICITATION FOR 2024 COAST GUARD PARTNERSHIP IN EDUCATION
(PIE) AWARDS
1. Through our Partnership in Education (PIE) Program, the Coast
Guard (CG) enhances educational opportunities and career awareness
for the Nation's youth. During the 2023-2024 school year, over two
hundred CG units across the country collaborated with local schools
(K - 12 as well as 2- and 4-year colleges), community groups, and
businesses. These efforts helped students across the Nation,
especially in communities with large, underserved populations.
Through the PIE program, active duty, reserve, auxiliary, and
civilian members of the CG serve as role models and mentors for
students.
2. Each year, six awards are presented to recognize outstanding CG
units and individuals that partner with schools and other
community-based organizations to improve the academic and employment
outlook for youth. Awards will be given for both large (100 or more
personnel) and small (less than 100 personnel) units. All units with
active PIE programs are encouraged to submit nominations. The
following are the PIE award categories:
    a. Best Unit Partnership (Two Awards: Large and Small). Units
that worked independently with one or more schools.
    b. Best Collaborative Partnership (Two Awards: Large and Small).
Units that worked with one or more volunteer organizations
(businesses, community-based organizations, or other units) to
support one or more schools.
    c. PIE Coordinator of the Year (One award). A PIE Coordinator who
established, sustained, or expanded high quality education
partnerships.
    d. Sustained Excellence in CG PIE (One award). A unit or
individual (volunteer, coordinator, or leader) with at least three
years of consecutive involvement in PIE programs.
3. Nominations for the awards cited above in subparagraphs a.
through c. will cover the period of June 2023 to June 2024. The
Sustained Excellence Award will be evaluated from the timeframe of
July 2021 to June 2024.
4. All nominations will be evaluated based on achievement from one
or more of the following criteria:
    a. Establishment, sustainment, or expansion of education
partnerships, particularly those with positive impacts on students,
schools, local communities, and awareness of CG missions.
    b. Expansion of relationships within existing PIE programs by
increasing the number of registered participants, students, schools,
and/or volunteer organizations.
    c. Expansion of individual roles or responsibilities, such as
transitioning from unit PIE volunteer to unit coordinator or into a
leadership position with commitment to the PIE program.
    d. Expansion of the PIE Program into new areas, such as
establishing and registering new programs or becoming a PIE
ambassador by encouraging participation of new CG units, schools,
or community-based organizations.
    e. Overcoming challenges to sustained involvement in the PIE
program, such as competing mission responsibilities, personnel
transitions, or changes affecting education partners or volunteer
organizations.
5. Units and individuals competing for multiple awards must submit
separate nominations for each category. Nominations must be
submitted electronically to the POC in Paragraph 7, NLT 9 August
2024. Packets must include the following:
    a. A signed cover memo from the CO/OIC forwarding the package.
Nominations of a unit CO/OIC must be endorsed by the next level in
the unit's chain of command. The cover memo should contain the
following information:
      (1) Identification of the nomination category: Unit
Partnership, Collaborative Partnership, PIE Coordinator of the Year,
or Sustained Excellence in CG PIE.
      (2) Unit name, operating facility (OPFAC) number, and address.
      (3) PIE Coordinator name, phone number, and e-mail address.
      (4) Collaborative partner(s), point(s) of contact, and phone
number(s).
      (5) Partner school(s) address(es), point(s) of contact, and
phone number(s).
      (6) Number and grade level(s) of participating students and
total number of participating CG personnel.
      (7) Total number of hours volunteered during the performance
period.
      (8) Name and rank of XO/XPO.
    b. A one-page, single-spaced narrative specifically citing the
accomplishments for which the unit or individual is being nominated.
