1. Welcome to Assignment Year 2025 (AY25). This message describes the
AY25 timeline and presents available resources to all Reserve
Component Managers (RCMs). The information provided will be of
particular interest to RCMs anticipating AY25 reassignment, it
includes important information to commands and supervisors.
Communication is the key factor in the overall Assignment Year
success, and PSC-RPM is committed to serving our RCM Corps.
2. A complete listing of all boards and panels, including eligibility
criteria, can be found in Refs A and B. PSC adheres to Ref C for
assignment tour lengths. In select cases, officer tour lengths may be
extended or reduced based on Service need. All requests to short-tour
or extend must include a positive Command endorsement with backfill
requirements.
3. The AY25 timetable is as follows:
A. Now thru 1 Sep 2024: RPM Assignment Officers (AOs) are available
for RCM career counseling and e-resume guidance. Review Ref D prior
to career counseling.
B. 17 Jun: Draft AY25 RCM shopping list published on PSC-RPM
SharePoint Page for command concerns validation. Provided in a
spreadsheet format, the AY25 shopping list will allow units and/or
directorates to view all RCM-coded positions, email command concerns,
and details position tour lenghts. RPM will release specific command
concerns instruction, email submission and validation via ALCGRSV.
C. 31 Jul: Deadline for commands to validate AY25 shopping list and
submit command concerns.
D. 01 Aug: AY25 RCM shopping list released via ALCGRSV.
E. 01 Sep: E-resume submission deadline for all RCMs.
F. 01 Nov: Requested submission deadline to PSC-RPM for any RCMs
requesting voluntary separation in AY25. Members should communicate
any off-season retirement plans with their AOs, this ensures PSC-RPM
can identify a suitable backfill.
G. 10-12 Dec: O6 Assignment Panel.
H. 22-24 Jan: O5 Assignment Panel.
I. 01 Apr: All O4 and below RCM assignments completed.
4. Meeting the E-resume submission deadline will ensure that all RCMs
are afforded full competition to all applied for positions, including
both in and out of RCM program opportunities.
5. Special considerations for RCM Captains and RCM Commanders in zone
for selection to Captain in PY25:
A. Due to the dynamic nature of O6 assignments, RCM Captains and RCM
Commanders in zone for promotion must ensure their updated
biographies are provided to the O6 RCM AO. Email bios directly to
Mr. Jody Nunnery at Jody.M.Nunnery@uscg.mil. Bios must be in standard
format for the O6 ADPL Assignment Panel. O6 RCMs shall utilize the
template found in Ref E.
B. RCM Commanders in zone for selection to Captain in PY25, even if
not tour complete in AY25, must submit an E-resume with Captain
positions by the 01 Sep submission deadline.
6. Career Counseling: RPM AOs will conduct career counseling for all
RCM officers who are tour complete or anticipate transferring in
AY24. Career counseling for all officers who are not tour complete
or do not anticipate transferring in AY25, can be scheduled in the
off-season. PSC-RPM will incorporate guidance with sub-specialty
breakdown from CG-R found in Ref D into their career counseling.
