1. This ALCOAST notifies mission partners that the Head of the
Contracting Activity (HCA) released REF (A) to implement
Other Transaction (OT) use from REFs (B) and (C).
    a. REF (A) provides OT authority use criteria, procedures for
agreement officer and selection authority appointments, and
expedites timelines both by providing templates as well as
delineating staffing procedures that streamline both OT document
approval by minimizing layers between the approving authority and
OT execution.
    b. REF (A) and the following appendices are located on the
Acquisition Road Map (ARM) Document Search by entering the keyword
"OT" using the search bar on the middle of this page:

2. BACKGROUND: REF (B) provide OT Authority for basic, applied and
advanced research and development projects and permit the Coast
Guard to enter into agreements with Department of Defense (DoD)
agencies, including the military departments and the Defense
Advanced Research Projects Agency (DARPA), to conduct prototype and
follow-on production activities.
    a. REF (B) section (a)(1)(B) requires partnership with a DoD
agencies for prototyping or follow-on production activities. This
authority is limited to Command, Control, Communication, Computer,
Cyber and Intelligence Service Center (C5I) initiatives. The process
for transferring funds to support these activities must be processed
in accordance with REF (F).
    b. REF (C) provides the Coast Guard increased flexibility
to carry out OTs. The Commandant may enter into transactions (other
than contracts, cooperative agreements, and grants) to operate, test
and acquire cost effective technology for the purpose of meeting the
mission needs of the Coast Guard.
