1. This ALCOAST announces the promulgation of REF (A) and the
cancellation of REF (B). This policy expands the location and size
of certain visible tattoos for applicants and current active service
members. A summary of major changes is provided below; however, all
members are encouraged to read REF (A) for detailed descriptions of
authorized tattoo locations and sizes:
    a. The title of this Instruction was changed for clarity.
    b. The following locations and sizes of tattoos are now
authorized:
      (1) A single tattoo on the back of each hand, not to extend
to the palm, and no larger than two- and one-half inches in any
direction (height/width/diameter).
      (2) A single tattoo behind each ear, no larger than one inch
in any direction, not to extend into the hairline or below the
bottom of the ear.
    c. Waivers. The policy for waiver requests was clarified. Waivers
may be considered for location and size. Waivers will not be
considered for content.
2. No paper distribution will be made of REF (A). REF (A) is
