1. Welcome to Assignment Year 2025 (AY25)! This message describes the AY25 timeline and presents informational resources available to all officersWhile this message pertains primarily to officers anticipating assignment in AY25, it also includes important information for commands and supervisors.  

2. New OPM Initiative – Expanded Shopping List: In an effort to provide increased career management visibility, OPM-2 will launch an Expanded Shopping List on 01 May, available on OPM-2's SharePoint page. This list is meant to provide a 4-year outlook of available billets for all specialties and will be accompanied by an interactive map. This tool is preliminary and will be updated as the assignment year progresses. The goal of this tool is to provide shopping list transparency. We look forward to your feedback.  

3. White House positions will be available to apply for in Direct Access starting on 15 May, with an e-resume submission deadline of 01 Jun. This early submission helps facilitate the vetting and clearance for selected members and aligns with White House timelines. 4. A complete list of all boards and panels, including eligibility criteria, is in Refs A and B. As specified in article 1.A.4.c. of Ref C, OPM will not typically approve early rotation of officers serving in command cadre or key leadership positions. 

5. The AY25 Timeline: 

A. 01 May to 15 Aug 2024: OPM Assignment Officers (AOs) are available for career counseling and e-resume guidance. 

B. 01 May: AY25-AY28 CAPT and below Draft Shopping List posted on OPM2 SharePoint site: https://uscg.sharepoint-mil.us/sites/psc_spo/psc-opm/OPM-2/Officer%20Assignments/SitePages/Shopping-List.aspx 

C. 15 May: White House Special Assignments open for e-resume submission in Direct Access. 

D. 20 May: Application/e-resume submission deadline for officers desiring to apply for Postgraduate or Advanced Education Programs. Specific program availability and application instructions are available at the OPM-1 SharePoint site: https://uscg.sharepoint-mil.us/sites/psc_spo/psc-opm/1/a/SitePages/Post-Grad.aspx 

E. TBD: Senior Command Screening Panel (SCSP) process message released. 

F. TBD: Senior Education Fellowship Panel (SEFP) Phase II process message released. 

G. 01 Jun: E-Resume deadline for White House Special Assignments.  

H. 01 Jun: AY25 CDR and below Command Concerns Shopping List published on the OPM-2 SharePoint site for command concerns validation. Provided in a spreadsheet format, the AY25 Command Concerns Shopping List allows units and/or directorates to validate the position and add a description of duties, point of contact, and command concerns. Tour lengths are included for each position. OPM-2 will release specific instructions for command concerns and validation in a separate ALCGOFF message. 

I. 14 Jun: AY25 Early Slate Special Assignments open for e-resume submission in Direct Access. 

J. 01 Jul: Deadline for AY25 CDR and below Command Concerns Shopping List validation. 

K. 15 Jul: E-Resume deadline for Early Slate Special Assignments.  

L. 01 Aug: AY25 CDR and below Shopping List available. AY25 positions open for e-resume submission in Direct Access. 

M. 19-30 Aug: SCSP convenes. 

N. 26-30 Aug: SEFP Phase II convenes. 

O. 31 Aug – 06 Sep: Tactical Operator (TO) Screener Beta Test will be held for LTs and below interested in applying for TO positions at MSRT and TACLET units. This screener aims to incorporate junior officers into a process used by EPM for members applying to these units. A separate ALCGPSC message will provide additional details and solicit for applicants.  

P. 01 Sep: E-resume submission deadline. 

Q. 11-13 Sep: CWO Command Screening Panel (CWOCSP) convenes. 

R. 31 Oct: For AY25, AOs will shop PAL Reprogramming Review (PRR) billet creation or modifications completed by 31 October 2024 for fill with candidates competing for assignment in the assignment year. Billets created after this date will be treated as off-season fills or considered in AY26. Deviations to accommodate emergent service critical positions require endorsement from the first flag in the chain of command to CG-PSC-OPM. Billets shopped after 01 Sep receive less fleet-wide visibility and historically garner less interest. Having all billets firmly established before the e-resume deadline maximizes position visibility and enables OPM to identify and assign the best officers to the positions.  

S. 28 Oct - 01 Nov: Junior Command Screening Panel (JCSP) convenes. 

T. 01 Nov: Requested submission deadline for officers requesting to voluntarily separate (to include Unqualified Resignation, Temporary Separation, and Retirement) in AY25. Members should communicate any off-season retirement plans with their Assignment Officer to ensure OPM can identify a suitable backfill. 

U. 10-12 Dec: CAPT Assignment Panel. 

V. 22-24 Jan 2025: CDR Assignment Panel. 

W. 15 Feb: All OCONUS assignments completed. 

X. 01 Apr: All LCDR and below assignments completed. 

6. Officers who fail to adhere to submission deadlines will not be considered for Special Assignments, PG School/Adv Ed, SEFP, or Command Screening Panels without an approved waiver. 

7. Road Shows: Ref D contains the virtual road show schedule. In addition to virtual, OPM-2 will perform in-person road shows on a case-by-case basis from now until 31 Jul 2024. Commands desiring to fund an in-person road show should submit a request per Ref D.  Virtual and in-person road shows are meant for officers of all ranks, civilian supervisors, and mentors. They provide insight into the assignment, promotion, advanced education, command screening, and officer evaluation processes. 

8. Career Counseling: 

A. OPM-2 conducts career counseling for all officers who are tour complete or anticipate transferring in AY25. Members should engage with their respective Assignment Officer early. For those officers interested in multiple specialty paths, please email all requested Assignments Officers to set up one, consolidated career counseling session. If you are interested in competing for a Short Tour please reach out for career counseling. If you intend to apply for the Temporary Separation Program or otherwise voluntarily separate or retire from the Service and are not tour complete in AY25, let your AO know.  

B. OPM-4 conducts career counseling for all interested officers who are not tour complete or do not anticipate transferring in AY25They are also a resource for officers intending to separate under the Temporary Separation program. OPM-4 conducts virtual interactive counseling throughout the year via the Microsoft TEAMS application. Establishing a shared desktop is the most efficient means for an officer to review their record with OPM-4 and greatly enhances the counseling session. Officers desiring an appointment should visit the OPM-4 SharePoint site at: https://uscg.sharepoint-mil.us/sites/psc_spo/psc-opm/opm-4/SitePages/OPM-4.aspx to request counseling. 

9. OCONUS Assignments: Officers and commands shall comply with Ref E. If a positive command endorsement is received on form CG-1300 Part IV, the member must enter the following statement into the comment section of the e-resume: I, along with my family (if applicable), have reviewed form CG-1300 Ref D., and received a positive command endorsement.
