SUBJ: APPOINTMENT OF THE FIRST EXECUTIVE DIRECTOR OF HEALTH SERVICES
1. I am pleased to announce the Commandant has created a new flag
officer position, the Executive Director of Health Services for the
Coast Guard, to improve medical services for our workforce and
families. This action implements recommendations of the Talent
Management Transformation Task Force and the Accountability and
Transparency Review.
2. Yesterday the U.S. Public Health Service announced that
CAPT Shane Steiner has been selected for appointment to the rank
of Rear Admiral (lower half) and will be assigned as the first
Executive Director of Health Services for the Coast Guard.
3. The Executive Director of Health Services is responsible for
the delivery of healthcare services for the Service's 200,000
beneficiaries. Workforce health and resiliency is a significant
factor in a strong service culture, to meet mission demands and
deter harmful behaviors. The Executive Director of Health Services
will modernize depot to operational level healthcare execution,
diversify delivery methods, and ensure the portfolio of health,
safety, and well-being care are delivered at the point of need.
4. CAPT Steiner most recently served as the Acting Deputy Assistant
Commandant for Health, Safety, and Work-Life. His prior U.S. Public
Health Service assignments include Coast Guard Chief of Operational
Medicine and Chief of Preventive Medicine from 2015 to 2024.
CAPT Steiner previously served in the United States Air Force
Medical Corps from 2004 to 2015. He is a preventive medicine
physician and flight surgeon.
5. I welcome CAPT Steiner as the newest member of our senior
leadership team. He will be instrumental in modernizing and
improving the care we provide to our Coast Guard workforce.
CAPT Steiner will be promoted to Rear Admiral (lower half) on
1 May 2024 during a ceremony at the Senior Leadership Conference
and will assume the duties of the Executive Director of Health
Services at that time.
