B. Contracting and Procurement Modernization Blueprint
1. Today, I am pleased to announce the release of the Contracting
and Procurement (C&P) Modernization Blueprint (REF (B)), which is
part of the Coast Guard's Buy Better Revolution (REF (A)).
2. BACKGROUND: REF (A) announced the kickoff of the Coast Guard's
Buy Better Revolution, a modernization initiative aimed at
revolutionizing the way the Coast Guard buys products and services,
improving mission support to operations, reducing administrative
actions, and sustaining the contracting workforce. This nearly
two-year effort, led by the Contracting and Procurement
Modernization Task Force, collected input from more than 900 Coast
Guard personnel and 220 vendors and suppliers through targeted
feedback requests, interviews, and nine virtual Town Hall meetings.
The Task Force conducted 35 sprints lasting between two and four
weeks and involving more than 350 volunteers from throughout the
Coast Guard. They included representatives from not just the
Contracting and Procurement Community, but also program offices,
mission support commands, and operational units. This input was
used to create the C&P Modernization Blueprint.
3. PURPOSE: The C&P Modernization Blueprint kicks off the next
phase of the Buy Better Revolution by providing both short- and
long-term recommendations to transform the Coast Guard's Contracting
& Procurement ecosystem into a best-in-class operation. The
Blueprint consists of 20 overarching recommendations which can be
viewed at the URL listed below.
4. To implement the Blueprint, I am establishing the Contracting and
Procurement Modernization Program Integration Office (PIO) led by
Mr. Keith O'Neill, Head of the Contracting Activity (HCA). The PIO
will be supported by representatives from most DCMS Directorates,
as well as strategic partners from DCO, and will report directly to
DCMS-DMR with oversight provided by an Executive Steering Committee
(ESC). The PIO will be tasked with implementation of the
recommendations outlined in the Blueprint. To stay up to date on the

5. I want to personally thank the members of the Contracting and
Procurement Modernization Task Force, led by Mr. Ed Gibbons,

The work you have done to date is greatly appreciated and will have
profound, positive, and long-lasting impacts on the Coast Guard's
ability to "Buy Better."
