SUBJ: 2023 BMCS TERRELL HORNE III EXCELLENCE IN DRUG INTERDICTION
OPERATIONS AWARD WINNER

1. I am pleased to announce and congratulate LTJG Madeline Kaller of
USCGC EMLEN TUNNELL (WPC 1145) as the recipient of the 2023
BMCS Terrell Horne III Excellence in Drug Interdiction Operations
Award.
2. As the Operations Officer and Boarding Officer LTJG Kaller led
the interdiction and destruction of over 2,600 kg of illicit
narcotics from stateless vessels in the Gulf of Oman and North
Arabian Sea in 2023. Her and her boarding team's actions not only
prevented the trafficking of narcotics globally but disrupted
funding for proxy terrorist organizations and non-state actors
engaged in illicit activities throughout the Middle East during a
time of heightened regional threats. Further, her innovative efforts
to integrate with NCIS Transnational Crime Unit agents during
boardings resulted in valuable pattern of life and illicit
smuggling information that enhances the ability for the Coast Guard
and partner agencies in the region to conduct drug interdiction
operations.
3. The runner-up for this award goes to ME1 Juan Gonzalez of USCGC
JAMES for his outstanding efforts executing counter drug
operations in support of JIATF-S.

5. The volume of outstanding nominations made selection difficult.
Not all nominees may be aware of their nomination, so I strongly
encourage units to publicly recognize the nominees' accomplishments
and leadership examples in addition to documenting their nomination
in their performance evaluations.
6. Bravo Zulu to all the nominees and the many personnel who perform
this important mission every day. The Coast Guard consistently
relies on our workforce to perform this critical homeland security
mission.
