1. The Health, Safety and Work-Life (HSWL) Directorate is soliciting
applications from active-duty Coast Guard Medical Officers or Health
Services Administrators for a single tab to begin in AY25 to pursue
a Masters in Biomedical Informatics, Masters in Clinical Informatics
and Patient-Center Technology, Masters of Science in Information
Management, Masters of Health Informatics or Masters of Health
Information Management.
2. Degree programs range from 12 to 24 months and students gain
training and experience in fundamental concepts, technology,
application, management and other areas related to clinical
informatics. Students are educated to assess information and
knowledge needs of health care professionals and patients, lead the
procurement, customization, development, implementation, management,
evaluation, and continuous improvement of clinical information
systems such as electronic health records and order-entry systems.
Students who complete this rigorous program will be required to
serve in roles that support data analytics and the integration of
multiple health related applications including the new electronic
health record system. The selectee for this AY25 program should
anticipate beginning school in the Summer or fall of 2025. Attending
this advanced education opportunity will incur obligated service per
REFs (A) through (C). Medical Officers (MO) should reference the
program specifics in Paragraph 3 and Administrators should reference
the specifics in Paragraph 4.
3. Privileged Medical Officers may apply for the two-year Clinical
Informatics Fellowship at Madigan Army Medical Center (MAMC), or an
approved and accredited site approved by COMDT (CG-1K2), with an
expected start date of 15 June 2025. MOs are required to continue
patient care activities to maintain credentials in their primary
specialty.
    a. Eligibility Requirements: Active-Duty Medical Officers in the
grade of O-2, O-3, or O-4 serving in a CG Billet prior to the start
of the program.
    b. Officers who complete this program should expect follow on
assignments as determined by COMDT (CG-1K2) and PSC-opm.
    c. Medical Officers who apply for this program via Direct Access
must also send a notification email to Bridget.A.Metcalf@uscg.mil.
4. Non-Clinical Officers may apply for a 12-24 month the
postgraduate program in Health Informatics or Health Information
Management meeting all requirements for CG Adv Education and
accredited by the Commission on Accreditation for Health
Informatics and Information Management Education (CAHIIM).
    a. Eligibility Requirements: Active-Duty officers in the grade
of O-2, O-3, or O-4. Health Services experience preferred.
    b. Officers who complete this program should expect follow on
assignments to the Coast Guard Office of Health Services (CG-1K2) or
the Health Safety and Work-Life Service Center (HSWL SC).
5. All interested candidates shall apply in DA using "My Panel
Submission" under the code "MEDADV" no later than 20 May 2024, to
include a positive and finalized command endorsement. A positive
command endorsement in DA is required to be considered by the panel.
Positive endorsements shall only include the following verbiage:
"I endorse (Member)'s application to be considered for the Health
Informatics postgraduate panel. I attest that (Member) has reviewed
and understands additional eligibility requirements, waiver
processes, and obligated service requirements set forth in COMDTINST
1500.10 (series)."
6. The following deadlines will apply and be strictly adhered to:
    a. Direct Access (DA) Application Submission Deadline: 20 May
2024 (Use Code MEDADV)
    b. OMPF Updated in iPERMS: 31 May 2024
    c. The panel will review 2024 OERs. IAW REF (D), panel applicants
may submit a panel OER if eligible. Please contact OPM-3 with any
questions or concerns regarding panel OERs.
7. Undergraduate transcripts are required to compete for this
opportunity. Officer applicants shall ensure their Official Military
Personnel File (OMPF) is up to date in iPERMS, to include all
applicable transcripts. ETQC enters degree conferral data into DA
and a members OMPF. Instructions for reporting conferred degrees to

8. Panel Materials: Each applicant shall ensure their record is up
to date and accurate while adhering to the deadlines outlined in
paragraph 5 of this message. The panel will view the following items
while in session:
    a. OMPF in iPERMS
    b. Employee Summary Sheet (in Board View)
    c. DA panel submission
    d. Reporting Officer OER Comparison Scale Data in DA
    e. Panel Schedule: The Panel will convene on 20 May 2024.
9. Results: Primary and alternate selections will be announced via
ALCGOFF after the results are approved. Following the CG selection
panel, all qualified candidates for these advanced education
programs must be approved by the individual training sites prior to
official final selection and this process may include at least a
virtual interview. These opportunities are on a space available
basis and any selected CG applicant must be vetted and accepted by
the Program Director.
