1. This ALCOAST announces the Joint NNOA and ANSO Symposium. The
symposium will be held, in person, 29 July - 03 August 2024, at
the Marriott Waterside Norfolk Hotel, in Norfolk, VA. This year's
theme is "Advancing Leaders: Connected, Committed, and Ready to
Fight for the Future".
2. Both NNOA and ANSO are Affinity groups. The 2021-2024 DHS
Inclusive Diversity Strategic Plan supports and encourages
participation in affinity groups, in an effort to increase the
retention of a diverse and talented workforce. NNOA actively
supports the sea services in the development of a diverse officer
corps through recruitment, retention, and career development. ANSO
is dedicated to the recruitment, retention, and promotion of
Hispanics and Latinos across all ranks of the sea services. For
Coast Guard members, these events are valuable professional
development opportunities that provide a forum for mentoring,
networking, and optimizing career success. All employees
(Active Duty, Reserves, Civilians, and Auxiliary) are encouraged
to attend. CO/OICs are encouraged to promote and support the
professional development of all government employees.

3. Interested employees must request attendance through their
chain of command, for unit-level approval. For employees
tentatively approved to attend by their command, sign up forms
can be found under "Outreach Event Signup Form" on the

4. TDY costs will be funded by member's unit, subject to
availability. Permissive orders are authorized. CG-DCMS-DPR-4 will
assist by funding registration fees, subject to availability.
The highest priority will be given to junior members and first time
attendees. If CG-DCMS-DPR-4 funds are expended, registration costs
will be at unit expense, subject to availability. Send funding
requests directly to the NNOA Affiliate Point of Contacts and
CG-DCMS-DPR-4 will notify individuals if their registrations will
be funded.
5. Civilian Employees: Whether on official orders or self-funded,
civilian employees' attendance, including travel time, is considered
work time. Supervisory approval to attend during worktime (including
a reasonable amount of travel time) must be reflected in the remarks
section of the employee's timecard. The remarks, must state, the
employee is approved work and travel time to attend the joint
symposium during the employee's scheduled tour of duty between
29 July - 03 August 2024. The employee's attendance at events
outside of the employee's scheduled tour of duty is not required and
is at the employee's discretion; therefore, overtime and
compensatory time for work cannot be approved.
6. Uniform for conference attendance is Tropical Blue and business
casual for civilians. Uniform for the awards banquet, if attending,
is Dinner Dress White Jacket (O4 & above), Service Dress White
(O3 & below), or formal wear for civilians.
7. Post event actions: Each member who attended this conference
shall submit an approved Travel Voucher Summary to YNC Cristina
Berrios at Cristina.R.Berrios@uscg.mil NLT 5 days after travel
is complete. Commands are responsible to ensure this requirement
is met, once travel is complete, to meet DHS cost reporting
requirements. Attendees should also provide a brief to their unit
command "i.e. CO/XO, wardroom, Chief's mess, LDAC, etc." on what
was learned and how attending the event impacted their professional
development.
