SUBJ: SOLICITATION FOR INLAND AIDS TO NAVIGATION CUTTER SUBJECT
MATTER EXPERTS
1. This message is to solicit volunteers to participate as Subject
Matter Experts (SMEs) in a five-day (in person) Waterways Commerce
Cutter (WCC) Early Operational Assessment (EOA) in Portsmouth, VA
from 15 - 19 July, 2024. An EOA is a review of cutter design and
operational capability and effectiveness while the cutter is still
in the design phase. The EOA will be used to identify concerns that
may degrade mission effectiveness.
2. Background: The three WCC variants (WLR, WLIC, WLI) will perform
the same missions as the legacy WLRs, WLICs and WLIs with an
estimated crew of 17 for WLR/WLIC and 14 for WLI. The WLI is under
a separate, government led design and will not be evaluated during
this EOA. The WLR will have two cutter boats, single point davits,
a knuckle boom crane, and four spuds. The WLIC will have one cutter
boat, single point davit, lattice boom crane, and four spuds. Both
variants will have modern habitability to support mixed-gender
crewing and will have two Z-Drive propulsion units.
3. The EOA is a tabletop design and documentation review by
experienced active-duty members who are currently serving or
have recently served on a WLR or WLIC or in supporting units.
Selected SMEs will be presented WCC briefings facilitated by the
Operational Test Director (OTD) and the WCC Program Management
Office. Using the information presented in these briefings, as
well as OTD guidance and operational experience, SMEs will assist
the OTD in identifying potential risks for successful completion
of the cutters' operational test and evaluation. An EOA report
will be submitted to the Office of Cutter Forces (CG-751) and the
DHS Office of Test and Evaluation to assess the progress of the
WCC acquisition.
4. The mission areas are grouped below:
a. Deck. Current or recent WLR/WLIC First Lieutenants,
Boatswain's Mates, and personnel with River Buoy deck and
Construction deck experience, crane operators, pile driver
operators, and WLR/WLIC cutter boat coxswains.
b. Engineering. Current or recent WLR/WLIC Engineer Petty
Officers, Machinery Technicians, Electrician's Mates, Damage
Controlman, Electronic Technicians, and Support Detachment personnel
with experience on WLR/WLIC cutters.
c. Operations. Current or recent WLR/WLIC Commanding Officers,
Officers in Charge, Executive Petty Officers, and Operations Petty
Officers; and staff personnel from Sector/District offices.
d. Support. Current or recent WLR/WLIC Culinary Specialists,
Storekeepers, Health Services Technicians, and Support Detachment
personnel with experience on WLR/WLIC cutters. Port Engineer, Asset
Manager, Availability Project Manager, and Logistics Specialist with
current or recent experience in supporting WLR/WLIC units. Note,
Support SMEs will attend the introduction on day one of the event
virtually and will attend in person for day five only.
5. Volunteers must be available for the entire five-day event
(except for support SMEs per paragraph 4.D). SMEs will be provided
read-ahead documents in preparation for their role to ensure EOA
completion within the allotted time. A detailed schedule of events
will be provided via email after participants have been identified.
6. Interested participants must contact the WCC Sponsor's
Representative, BOSN3 Jon Becker, by 17MAY24 via email forwarded
from your unit CO/OIC or XO/XPO to show command approval for
participation. Members must include a copy of their Employee Summary
Sheet in BOARD VIEW as an attachment and desired mission area from
paragraph 4. Directions to obtain a copy of your employee summary
sheet in board view can be found on the CGBI Support/Training &
Outreach SharePoint site. COMDT (CG-9327) will issue and fund travel
orders for members selected to participate.
