1. Use of the Incident Management Software System (IMSS) will be
discontinued when the existing contract expires on April 29, 2024.
This ALCOAST provides guidance regarding the archiving and retrieval
of existing cases in IMSS, as well as an interim solution for the
development of Incident Action Plans (IAP) until a long-term
replacement is implemented.
2. The Coast Guard Office of Emergency Management and Disaster
Response (CG-OEM) is coordinating the resourcing, development,
and acquisition of a replacement software platform to continually
support all hazards and all threats incidents, exercises, and
events. In the interim, COMDT (CG-OEM) recommends the use of
DoD 365 Teams under the shared Team page "Incident Management
Resources" for future creation and archiving of IAPs. Members
must request access through the shared Team to utilize all features.
All Incident Command System (ICS) materials currently associated
with IMSS, including archived cases, are immediately available on
the shared Team page. Information entered is authorized up to the
"For Official Use Only" (FOUO) designation, to include law
enforcement sensitive.
3. An updated Standard Operating Guide is under development and
expected to be available when IMSS discontinues.

The use of single forms is still authorized.
5. COMDT (CG-OEM) will provide routine updates to the field on a
regular basis. More frequent updates will occur in the event of
significant changes.
