A. Coast Guard Recruiting, COMDTINST 1100.2H
1. This ALCOAST announces the establishment of the Delayed Decision
Program (DDP) beta test.
2. The DDP is a recruiting initiative aimed at accessing rising
high school seniors into the Coast Guard Selected Reserve (SELRES)
and providing them a path to transition to the Active Duty component
following graduation from high school.
3. Many people turn 17 and thus become eligible to enlist in the
Coast Guard while in their junior year of high school, a time when
many are actively considering future career opportunities both
inside and outside of the military. The DDP is aimed at this
demographic. Offering enlistment to rising high school seniors
allows the Coast Guard to compete for valuable talent at the
earliest possible opportunity, consistent with applicable law.
Providing the option for participants in the program to transfer to
the Active Duty component makes the Coast Guard more attractive to
graduating high school students by allowing them opportunities to
experience the Coast Guard during their senior year of high school.
4. The DDP will offer rising high school seniors who have attained
the minimum age to enlist in the Coast Guard (age 17) the
opportunity to access into the Coast Guard SELRES, attend basic
training during the summer between eleventh and twelfth grade, drill
as SELRES members during their twelfth grade year, and then decide
to transition to the Active Duty component after graduation from
high school or remain in the SELRES. After completion of basic
training during the summer before a participant's senior year, the
participant will spend his or her senior year drilling with
a SELRES unit. The participant will have a meaningful professional
experience that prioritizes exposure to an array of Coast Guard
missions.
5. During the beta test, the DDP will be limited and will begin with
students completing basic training in Summer 2024. During the beta
test period, only the following units are able to participate in the
DDP (listed alongside the units' cognizant Recruiting Office (RO)):
   a. RO Boston: SECTOR Boston, STA Boston, STA Gloucester,
STA Point Allerton;
   b. RO Hampton Roads: SECTOR Virginia, STA Little Creek,
STA Portsmouth;
   c. RO Tampa: SECTOR St Petersburg, STA St Petersburg,
STA Sand Key, STA Cortez;
   d. RO Houston: SECTOR Houston/Galveston, STA Galveston,
STA Houston, STA Freeport;
   e. RO Detroit: SECTOR Detroit, STA Belle Isle, STA Port Huron,
STA St Claire Shores, STA Toledo; and
   f. RO San Diego: SECTOR San Diego, STA San Diego.
Each Recruiting Office can enlist no more than five (5) members per
year via the DDP during the beta test.
