EXPERIENCE INDICATOR (CG-SEI-25) AND TERMINATION OF OAR-13 ASHORE 
LAW ENFORCEMENT/PORTS WATERWAYS AND COASTAL SECURITY (PWCS)

1. Per REF (A), Special Experience Indicator CG-SEI-25 replaces 
OAR-13 (Ashore Law Enforcement/PWCS). CG-SEI-25 more accurately 
represents officers with law enforcement (LE) experience from the 
Operations Ashore (including Deployable Specialized Forces) and 
Operations Afloat communities. Additionally, CG-SEI-25 will aid 
officer assignments who have proven experience in LE planning, 
operations, management of LE designated units, facilitating LE 
training in accordance with REF (B), coordinating interagency LE 
activities, and LE policy development. OAR-13 did not capture the  
depth of LE expertise and alternatively focused on the PWCS mission. 

2. CG-SEI-25 Officer Subspecialty Requirements (OSR) establish 
standards which contain certifications, training, competencies, and
experience necessary in the MLE subspecialty. 

a. Level I: This level requires basic MLE certification, training 
and experience that junior officers are expected to achieve at an LE
designated unit. Members must be a command certified Boarding Team 
Member and complete the Initial Law Enforcement Qualification Exam 
or a command certified Boarding Officer (BO), in conjunction with 
all prerequisites. Members must be a command certified BO for a 
minimum of 12 months. If a member possesses both certifications then
a total of 12 months combined is sufficient. In addition, members 
must complete a minimum of 18 months at an LE designated unit.

b. Level II:  This level requires officers complete a minimum of 18 
months assigned to an O-2/O-3 LE supervisory/management 
position in a qualifying billet as defined in the OSR.

c. Level III: This level requires officers to complete a minimum 
of 18 months in an O-4 LE management/command cadre position in a 
qualifying billet as defined in the OSR.

d. Level IV: This level requires O-5s and above complete
a minimum of 18 months in one of the key leadership/management 
positions in a qualifying billet as defined in the OSR. 

3. All officers that meet the requirements for this subspecialty 
should apply for CG-SEI-25 via the CGHQ-5319B. See the OSMS 
SharePoint page for any questions relating to applying for an 
Officer Specialty Code (OSC): Officer Specialty Management System 
(OSMS) (sharepoint-mil.us). Waivers may be requested through 
CG-MLE-2. 

a. Officers who have acquired OAR-13 level II have automatically 
been mapped over to SEI-25 level I. Members who believe they meet 
the requirements for SEI-25 level II may apply via the process 
outlined in para.3.

b. Officers who have acquired OAR-13 level III and OAR-13 level IV 
have automatically been mapped over to the appropriate level of 
SEI-25 via a cross sectional analysis of their Employee Summary 
Sheets and the criteria outlined in the OSR. No application is 
needed. Officers who believe they were inaccurately mapped, should 
apply for the appropriate level via the process outlined in para.3.
