1. FY23 SLA activities are complete. This report provides an
overview of the SLA process after legislative and policy changes
were implemented in FY23 per REFs (A) and (B).
2. The Office of Military Personnel Policy and Standards (CG-1M11)
processed 1,870 SLA requests for FY23 representing a record high for
any FY and a 236 percent increase from FY22.
3. Of 1,870 SLA requests, 981 were approved, and 889 were
disapproved. SLA requests that did not meet the criteria specified
in the 2023 National Defense Authorization Act (NDAA) and REFs (A)
through (C) were disapproved and requestors were notified via memo.
Unfortunately, these numbers show that nearly half of all FY23 SLA
requests did not meet the criteria previously announced and would
have benefitted from increased scrutiny at the local level.
The most common reasons for disapproval include:
    a. Unit or member deployed for less than 60 consecutive days in
support of a designated operational mission.
    b. Member supported a designated operational mission for 60
consecutive days, but was not TDY away from homeport/Permanent Duty
Station (PDS).
    c. Request was based on personnel shortages, parental leave, or
lack of qualified personnel at the unit.
    d. Member was TDY away from homeport or PDS for greater than 60
consecutive days but not for a designated operational mission.
    e. Cutters that were involved with pre-commissioning or away from
homeport for drydock maintenance.
4. Members who were authorized SLA for FY23 have been notified via
memo and will have two (2) years to use the SLA days before the
authorization expires. They must exhaust 30 days of earned leave in
a fiscal year before their SLA days can be used in the same fiscal
year.
5. Looking ahead, the total authorized regular leave carry over for
FY24 is 60 days. Commands and Service members should plan leave
schedules throughout the year with this limitation in mind. A best
practice is for commands to run a CG Unit Roster Report from Direct
Access and encourage members with high leave balances to use enough
leave to reduce their leave balance to 60 days or less before the
end of the FY.
6. The deadline for FY24 SLA requests is 01 DEC 2024 per REF (D).
7. FY24 SLA designated operational missions will be announced via
ALCOAST in the fourth quarter.
