PROPERTY WARNING ORDER
A. Financial Resource Management Manual-Procedures (FRMM-P),

B. Personal Property Management for BPR Units Tactics, Techniques,
and Procedures, CGTTP 4-09.4 (February 2024)
1. IAW REF (A) and (B), CG Units will conduct a reconciliation of
Coast Guard property assets with a net book value of $200,000.00
and above between 01 MAY - 15 MAY 2024.
2. Selected units must follow the CFO Reconciliation of Property
Procedures IAW REF (B).
3. Responsibilities:
    a. Commanding Officers Officers-in-Charge, and Supervisors
are responsible to train appropriate personnel prior to the
commencement of the CFO Reconciliation of Coast Guard Property.
    b. Accountable Property Officers (APO) are responsible for
reviewing the CFO Reconciliation of Coast Guard Property procedures
at the Coast Guard Common Core, FINCEN Property Operations
Division (POD) site page, at this link:

It is the responsibility of the Regional Property Support Officer
(RPSO) to update the CGCC APO Designation Tracker.
    c. If your unit is a non-BPR unit and you are no longer the APO
at your unit, please email the following inbox:

4. Timeline for the CFO Reconciliation of Coast Guard Property:
    a. 15 APR - 30 APR 2024: Preparation Phase. Commanding Officers,
Officers-in-Charge, Supervisors, RPSOs, and APOs are directed to
Review the CFO Reconciliation of Coast Guard Property procedures.
If not previously completed, APOs, count team members, RPSOs, and
A-RPSOs shall complete the CFO Reconciliation of Coast Guard
Property training. Units shall also complete the Team Set Up during
the Preparation Phase. All materials will be posted NLT 01 APR 2024
to the CGCC FINCEN POD site page.
    b. 01 MAY - 15 MAY 2024: Count Phase. Selected units are
directed to conduct the CFO Reconciliation of Coast Guard Property.
Do not add units to the CFO reconciliation tracker if your unit is
not listed. Selected units shall submit all CFO Reconciliation of
Coast Guard Property packages NLT COB 15 MAY 2024.

FINCEN POD will remain the one-stop shop for all CFO Reconciliation
of Coast Guard Property needs. The portal includes all procedures,
job aids, and training. Note: For best results, please use
either the Microsoft Edge or Google Chrome web browser.
6. Communicating questions and issues: Direct questions and
report all issues for the CFO Reconciliation of Coast Guard
Property via e-mail to FIN-SMB-CG-PHY-INV@uscg.mil. This account
will be monitored throughout the CFO Reconciliation of Coast Guard
Property. For faster service, please add "OPFAC number" to the
subject line to improve quick delivery and response. Units/RPSO's
need to contact the RPAS's with questions about RP enrollments.
7. Underway and deployed units: If selected, underway and deployed
units will be required to submit reconciliation packages.
Extensions may be granted on a case-by-case basis. Please email
your request to FIN-SMB-CG-PHY-INV@uscg.mil and let FINCEN POD
know as soon as possible so they can plan accordingly.
8. BPR Units: Units under BPR and supported by a RPSO will follow
supplemental directions and timelines provided by their RPSO in
order to meet the 15 MAY 2024 package submission deadline.
9. In addition to the property assets listed on the CFO
Reconciliation of Coast Guard Property, all Coast Guard units are
required to conduct a wall-to-wall inventory of all property assets
every 365 days. If your unit has not performed this action, we
recommend you also complete the wall-to-wall inventory during
the same timeframe as the CFO Reconciliation of Coast Guard
Property. FINCEN POD is required to report our Service's
compliance to DHS at the close of the fiscal year. This can also
suffice for the requirement to perform this task with changes of
commands, watches, and/or any other property collateral positions.
Packages for completed wall-to-wall inventories must be submitted
to PA Central for processing via the Property Action Tracker 3.0.
