1. This ALCOAST announces the promulgation of REF (A) and the
cancellation of REFs (B) and (C). The changes listed below highlight
Commandant directed action items per the Accountability and
Transparency Review results, updates policy to better reflect
statutory requirements, and addresses changes in administrative
procedures. A summary of major changes is provided below.
    a. Basis for Discharge. Members found, by at least a
preponderance of the evidence, to have committed sexual assault
or sexual harassment will be processed for separation. Members
separated for sexual harassment or sexual assault offenses will
receive no higher than an Under Honorable Conditions (General)
discharge.
    b. Victim's Rights at Separation Proceedings. Victims of reported
sexual assault, sexual harassment, or domestic violence offenses now
have the right to be present at Boards of Inquiry or Administrative
Separation Boards (ADSEP). Victims are also entitled to timely
notice of the board, to be represented by a Special Victims Counsel,
and to provide an impact statement.
    c. Retired Grade Determinations. Policy clarifies procedures and
criteria for assessing an officer's highest grade satisfactorily
held and updates procedures for re-opening Retired Grade
Determinations when misconduct is discovered after an officer has
retired.
    d. Discharge Authority. Policy clarifies that the discharge
authority for ADSEP boards is Commander (CG PSC), except as
specifically stated within the policy.
