1. This ALCOAST announces the 39th FAPAC NLTP. The NLTP will be
held, in person, 06-09 May 2024 at the National Conference Center
in Leesburg, Virginia. This year's theme is "Advancing Leaders
through Innovation." The FAPAC NLTP, a premier training event, is
designed to provide training in leadership, diversity, inclusion,
career advancement, and management. Updates regarding the FAPAC NLTP

2. Affinity groups, and their associated NLTPs, are force
multipliers for recruiting, retention and professional
development of the workforce, and supports the 2021-2024 DHS
Inclusive Diversity Strategic Plan. The FAPAC NLTP affords
attendees the opportunity to interact with top military and
federal government leaders, learn pathways to professional
and personal success, and be a part of creating community.
The FAPAC NLTP also allows attendees to participate in
workshops that promote engaging conversation on a wide range
of topics and identify challenges and opportunities to the
Asian American and Native Hawaiian/ Pacific Islander (AANHPI)
community.
3. COMDT (CG-DCMS-DPR-4) will manage the FAPAC NLTP attendance
process and account for overall attendance costs. COMDT
(CG-DCMS-DPR-4) must provide a final count of all USCG participants
to DHS.
4. TDY costs will be funded by members unit, subject to
availability. COMDT (CG-DCMS-DPR-4) will assist by funding
registration fees, subject to availability. If COMDT (CG-DCMS-DPR-4)
funds are expended, registration costs will be at unit expense,
subject to availability. Registration costs vary depending on
membership level.
5. Whether on official orders or self-funded, civilian employees'
attendance, including travel time, is considered work time. For
civilian employees, supervisory approval to attend during work
time (including a reasonable amount of travel time) must be
reflected in the remarks section of the employee's timecard. The
remarks must state the employee is approved work and travel time
to attend the FAPAC NLTP during the employee's scheduled tour of
duty between 06-09 May 2024. The employee's attendance at events
outside of the employee's scheduled tour of duty is not required
and is at the employee's discretion; therefore, overtime and
compensatory time for work cannot be approved.
6. Interested employees must request attendance through their
chain of command for unit-level approval. For employees
tentatively approved to attend by their command, sign up forms
can be found under "Outreach Event Signup Form" on the

Do not register for the FAPAC NLTP until you have completed the
above SharePoint form. Sign up ends on 29 March 2024.
7. All employees (active duty, reservists, civilians, and
auxiliarists) are encouraged to attend, regardless of rank,
gender, race, or background. The Coast Guard supports and
encourages participation in affinity group associated NLTPs
as part of efforts to increase the retention of a diverse and
talented workforce. CO/OICs are strongly encouraged to support
the professional development of all civilian and military
personnel.
