SUBJ: NON-RATE RETURN TO UNIT BETA TEST FOR DC, EM, AND MK RATINGS

1. In an effort to provide continuity to operational units and geographic
stability for our junior workforce, PSC-EPM-2 is offering the non-rate Return
to Unit Beta Test for the DC, EM, and MK ratings. This Beta Test will provide
a streamlined process for Active-Duty non-rates to return to their first unit
following A-School. The program will also consider Petty Officers requesting
a Change in Rating to DC, EM, or MK.
2. The following criteria must be met to qualify:
a. Units must have an open E4 billet for members to return to presently or
expected to be open within the normal PCS timeline (June, July and/or August).
b. Members must desire and request to return to their current unit.
c. Commands must endorse the request for the member to return.
d. For EM and MKs, the unit must be a Cutter, Aids to Navigation Team or
Boat Station. The only unit type available for those members interested in
becoming a DC are those currently assigned to a cutter.
3. Process:
a. Members shall email their chain of command requesting to return to their
current unit after they graduate from A-School.
b. Commands must forward the member’s request with a command endorsement to
the desired rating A-School Assignment Officer listed below.
c. Assignment Officers will verify an open E4 billet is available at the unit
or expected to be open within the normal PCS timeline (June, July and/or August).
For Petty Officers requesting a Change in Rating, the Assignment Officer may assign
the member to a unit within the same District.
d. If all eligibility criteria are met, TDY orders will be issued to the member for
A-School, and the member will be shifted into the E4 billet.
e. Assignment Officers will issue PSC orders for the member to complete a full tour
including non-rated time at their unit upon successful completion of A-School. At a
minimum, a member will complete the two years of obligated service required IAW
reference (A) for completion of A-School.
f. Requests must be received by the Assignment Officers no later than one week prior
to A-School class convening date.
