SUBJ: PROMULGATION OF THE COAST GUARD CLEMENCY BOARD INSTRUCTION

1. This ALCOAST announces the promulgation of REF (A) and the
cancellation of REF (B).
2. Changes in Version A of this Instruction include the following:
    a. Coast Guard Clemency Board jurisdiction is clarified
to state that the CGCB will only review member petitions for
clemency;
    b. The role and jurisdiction of the Navy Clemency & Parole
Board is clarified with respect to confined members;
    c. Specific time-line expectations are promulgated for each stage
of clemency review.
3. No paper distribution will be made of REF (A). REF (A) is
available on SharePoint at:
