SUBJ: EIGHTY-THIRD ANNIVERSARY OF THE COAST GUARD RESERVE
1. A ready and capable Reserve force is as critically important to
Coast Guard mission execution today as it has been for 83 years
since its founding February 19, 1941.
2. In 2023, we have seen and supported significant developments for
the Reserve Component.
    a. The first strategic vision, Reserve Component Action Plan
(RCAP), established three lines of effort to facilitate growth of
the Reserve workforce by providing a path to improved recruitment,
training, and retention of the right people with the right skill
sets needed for future operations.
    b. Notably this year, to improve the resources and readiness of
the Reserve, the Reserve Component Readiness Dashboard (RCRD) was
launched as a management tool for metrics using input from multiple
sources to support data driven decisions for operational commanders.
    c. Policy updates were made in the Reserve Duty Status and
Participation Instruction allowing members to use Readiness
Management Periods to support recruiting efforts, perform Inactive
Duty Training (IDT) OCONUS, and provide waivers for Active Duty for
Training-Annual Training (ADT-AT) requirements to allow mothers to
recover from childbirth. These changes support our people first
focus in providing the resources, opportunities, and time members
need to contribute to a ready and responsive Reserve.
3. As demands on the workforce increase, the Reserve remains
dedicated to adapting to the needs of the Nation as a leading
contingency force, ready to deploy across the country and around
the globe. In 2023, Port Security Unit (PSU) 305 decommissioned the
Coast Guard's support to Joint Task Force Guantanamo Bay (JTF-GTMO)
after 21 years and 39 unit rotations. PSUs now prepare for new
missions and opportunities. Additionally, reservists mobilized and
responded to critical operational demands including:
    a. 610 reservists volunteered to support Operation Vigilant
Sentry (OVS) to address illegal maritime migration in the Caribbean
corridor of the United States.
    b. 218 reservists filled critical gaps due to active duty members
on parental leave, ensuring continuity of operations across the
organization.
    c. 96 members were involuntarily recalled in response to the
Lahaina wildfires, Typhoon MAWAR, and Hurricane LEE.
    d. Selected Reserve (SELRES) members performed 51,195 days of
ADT-AT, and 238,772 IDT periods.
4. The Reserve workforce provides tremendous value to the American
people as they continue the tradition of mission excellence and
uphold a legacy of service. Today, we recognize and extend our
gratitude for the steadfast and patriotic service of every
Reservist. Bravo Zulu and Semper Paratus!
