1. IAW REFs (A) through (E), the Health, Safety and Work-Life (HSWL) Directorate
is soliciting applications from active duty Coast Guard enlisted members for
three advanced education program training allowance billets (TABs) to attend
the Pensacola State College Associate in Science - Dental Hygiene Program for
AY24. These TABs are separate from the two TABs for the Bachelor of Science in
Dental Hygiene/Master of Dental Therapy at the University of Minnesota School
of Dentistry established in ref (E). Members who applied for the University of
Minnesota Dental Hygiene/Dental Therapy Program who are eligible and interested
in the Associate in Science - Dental Hygiene Program at Pensacola State College
should apply for this program as well.
2. This training opportunity is available to members who are tour complete in
AY24 or AY25 with 2-6 years of service. The program is designed for enlisted
members who desire to learn skills to include but not limited to the provision
of preventative health care, patient health screenings, tooth cleanings,
application of fluoride/sealants, taking of radiographs and nutritional
counseling. Members who complete this program should expect a follow-on
assignment based on needs of the service and program priorities; priority
placement is anticipated to be Base National Capital Region and the Coast Guard
Yard. All eligible members are encouraged to apply to this specialized training
opportunity.
3. Eligible members must submit their application in a combined PDF to HQS-SMB
-CGPSC-EPM-1-Panels@uscg.mil by December 04, 2023. The application shall
include:
a. A 250-word synopsis, signed and in standard Coast Guard Memorandum format
stating the member's reason for pursuing a sponsored degree program.
b. A signed Commanding Officer's endorsement which shall be formatted as an
Endorsement to the Memorandum and shall not exceed 250 words in length.
Endorsements from the Senior Dental Executive and the Health Safety Work-Life
Service Center Dental Consultant are also required. The member's Command
Endorsement should provide an explanation if a candidate does not currently
work for a Senior Dental Executive.
c. SAT/ACT scores.
d. Any applicable Waiver Requests.
e. Selection to the Pensacola State College Associate in Science - Dental
Hygiene degree incudes academic prerequisites. Official school transcript
indicating GPA is required and must indicate completion of the below courses. A
Registrar's letter indicating class standing is preferred, but not necessary.
Courses must include:
English Composition I
Human Anatomy & Physiology I (3 credit hours)
Human Anatomy & Physiology Lab (1 credit hour)
Applied Microbiology (3 credit hours)
Applied Microbiology Lab (1 credit hour)
General Chemistry (3 credit hours)
General Chemistry Lab (1 credit hour)
College Algebra
CPR (certification may be obtained before start of
program)
Minimum of 3.0 cumulative GPA
Minimum of 2.8 prerequisite course load GPA
4. Following the CG PSC-EPM Panel, selected candidates must be approved by
Pensacola State College prior to official selection; this process may include
an interview. The successful applicant is expected to earn an Associate in
Science - Dental Hygiene degree and will be expected to obtain professional
licensure in Dental Hygiene after successfully passing a state examination.
5. Members who do not meet any specific eligibility criteria or cannot provide
documentation required for the application, should submit an Eligibility Waiver
Request that explains the requirement they do not meet and shall include a
Command endorsed signature on the Thru line. All waivers will be reviewed after
the application deadline; EPM-1 is not obligated to approve any waivers. The

6. The selection Panel will convene in conjunction with the University of
Minnesota Dental Hygiene/Dental Therapy Advanced Education Program Panel OOA
December 06, 2023.
