1. This ALCOAST announces the 55th FEW NTP. The conference will
be held 4-8 AUG 2024, in person, in Chicago, Illinois. This
year's theme is "Unleashing Your Full Potential: Learn, Recall,
Apply, Reinforce." FEW believes unleashing full potential through
professional growth is a profound and empowering process. To unlock
new possibilities and achieve personal growth and fulfillment
through professional development, one must establish meaningful
objectives, engage in continual learning and skill development,
embrace self-reflection, overcome hurdles, and cultivate supportive
connections. FEW's NTP program will provide teaching and learning
activities for the primary purpose of attendees acquiring the
knowledge, skills, abilities, and attitudes needed for advancement.

2. Coast Guard members of all ranks and demographic backgrounds,
will have the opportunity to improve their leadership skills and
enhance their professional development, which supports retention.
3. (COMDT) CG-DCMS-DPR-4 will manage the conference attendance
process and account for attendance and overall cost. (COMDT)
CG-DCMS-DPR-4 must provide a final count of all USCG participants
to DHS. Whether on official orders or self-funded, civilian
employees' attendance, including travel time, is considered work
time. For civilian employees, supervisory approval to attend
during work time (including a reasonable amount of travel time) must
be reflected in the remarks section of the employee's timecard.
The remarks must state the employee is approved work and travel
time to attend the conference during the employee's scheduled
tour of duty between 4-8 AUG 2024. The employee's attendance at
events outside of the employee's scheduled tour of duty is not
required and is at the employee's discretion; therefore, overtime
and compensatory time for work cannot be approved.
4. Interested employees must request attendance through their
chain of command for unit-level approval. For employees
tentatively approved to attend by their command, sign up forms
can be found under "Outreach Event Signup Form" on the following

Sign up ends on 08 MAR 2024.
5. DHS requires a post-conference report to be submitted 30 days
after the event. To comply, all travelers on official orders must
submit a copy of their full travel voucher no later than
16 August 2024 to HQS-SMB-CG127-Conference@uscg.mil.
6. TDY costs will be funded by members unit, subject to approval
and availability. (COMDT) CG-DCMS-DPR-4 will assist by funding
registration fees, subject to availability. If (COMDT) CG-DCMS-DPR-4
funds are expended, registration costs will be at unit expense,
subject to availability.

8. Post conference actions: Provide a brief to unit command
"i.e.CO/XO, wardroom, Chief's mess, LDAC, etc." on what you
learned and how attending the convention impacted your
professional development.
