1. This ALCOAST announces the promulgation of REF (A), which updates
REF (B). REF (B) is hereby cancelled.
2. This Instruction updates policies governing changes to
organization structure and functions. Major changes to the policy
include:
    a. Changes to the submission and approving authority levels for
requests to modify organization structure and/or functions.
    b. New guidance regarding actions required upon reorganization
approval prior to implementation.
    c. Implementation of key practices to measure reorganization
progress as recommended by the Government Accountability Office
(GAO) Report GAO-20-2023, actions needed to evaluate the
effectiveness of organizational changes and determine workforce
needs, such as the collection, metrics, timeframes, and milestones
to track whether, and to what extent organizational changes achieve
their goals and improve mission performance, through the required
submission of a Plan of Action and Milestones (POA&M).
3. All Coast Guard unit commanders, commanding officers,
officers-in-charge, directors of civilian led units, deputy and
assistant commandants, and chiefs of headquarters staff elements
shall comply with the provisions of this Instruction.
